What the inspector wrote

Licensing Program Analyst (LPA) Alicia Mooberry conducted an unannounced Annual Random Inspection on this date in Spanish. Upon arrival at 9:30am, LPA informed of the purpose of inspection and provided form LIC 126, Inspection Entrance Checklist. The Licensee provided tour of facility. LPA inspected rooms/areas on the facility sketch in which child-care services are provided and to which children have access. Per licensee the current hours of care provided are Monday \342\200\223 Saturday 7:00am - 6:00pm . There were 5 children present, including 3 infants. Also present was Adult 1, who does not have current background clearance. Per licensee, Adult 1 has been volunteering and never alone with children in care. Individuals residing in the home were discussed and noted. This is a one-story home which consists of 3 bedrooms, 2.5 bathroom, den (Daycare Room), kitchen, front and backyard (fenced) and converted garage located in the back yard. The home was inspected for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children in care. Areas used by children include: Living Room, Den (Daycare Room), 1/2 bathroom (inside the den/daycare room), enclosed play area in the back yard. Areas off limits include : Bedroom 1, Bedroom 2 and 3, 2 bathrooms, converted garage, kitchen, backyard. LPA observed a baby walker in the daycare room posing a potential risk to the health and safety of children in care. Licensee was reminded that baby walkers are prohibited for use in licensed facility. ---Page 1, report continues The kitchen is made inaccessible by a safety gate. Bedrooms are kept closed and locked to ensure children have no access. Knives and other sharp utensils are located in overhead cabinet in the gated kitchen. Cleaning products are in cabinets locked with safety latches under the sink in kitchen and in the overhead shelves in the laundry room. There are outlet covers throughout the home. Smoke detectors and carbon monoxide detector were observed, tested and found to be operable. The home was observed to be clean and orderly. LPA observed age appropriate toys and learning materials in the daycare area. First Aid and emergency supplies are available located in the daycare room. LPA observed the required 2A10 BC fire extinguisher in the daycare room, with service tag dated 9/3/25. The home has central heating. LPA observed the facility license, Publication (PUB) 394- Notification of Parent Rights and Licensing Form (LIC) 9148- Earthquake Preparedness form posted in parent board inside daycare room. Per licensee, parents sign in at entrance to the daycare room and are able to see posted forms. LPA reviewed Children\342\200\231s Roster form LIC 9040 and Emergency Disaster Plan (LIC 610A). Licensee was reminded to keep childrens forms for 3 years. Licensee states that there are no poisons stored in the home and understands that all poisons must be locked, not only inaccessible to children. Per Licensee there are no firearms or weapons stored in the home. Area for sick children waiting to be picked up is in the daycare room, children are supervised and away from the other children. Outdoor play area is in the backyard and observed to be fenced with age appropriated toys and covered with a canopy for shade. There are preschool plastic play structures and the ground has cushioned material under structure. The facility does not have a pool or similar bodies of water. There are no pets in the home. Children\342\200\231s records were not reviewed as the facility does not have completed files. LPA obtained name and date of birth of children present from documents form other agencies. LPA discussed proper documentation of children enrolled with licensee and provided technical assistance. 4 out of 4 children present have no immunization records nor file in the facility. Licensee and volunteer records were reviewed. Licensee has records that are up to date. The volunteer is missing immunization records, posing a potential risk to the health and safety of children in care. --- Page 2, Report Continues. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. During this inspection LPA observed Child #1, napping inside a play yard. There was a mobile hanging over play yard, a changing table attachment, a small pillow and several blankets inside play yard while infant slept. Licensee was present supervising child. This poses a potential risk to the health and safety of children in care. LPA discussed the safe sleep regulations with licensee in spanish and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview, the Licensee, Josefina Gonzalez, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. LPA provided Technical Assistance in requirement of qualified Assistant, updating facility sketch to include addition of bathroom inside childcare room/den. LPA provided resources in Spanish including licensing forms. Based on the LPA's observations and records review 6 B deficiencies and 1 Technical Advisory are cited today in accordance with California Title 22 Regulations. A notice of site visit was given and must remain posted for 30 days. Appeal Rights were discussed and provided. Exit interview conducted and report was reviewed with the licensee Josefina Gonzalez
