What the inspector wrote

On 03/25/2025 at 9:30 am, Licensing Program Analysts (LPAs), Elka Chavez and Susann Sanchez conducted an unannounced Case Management inspection to add a new Toddler Program. LPAs met with Facility Representative, Anna Martinez. This location is currently licensed to operate as a Preschool Program with the capacity of 66 children from ages 2 to 6 in (4) classrooms: Guppies, Seahorse, Penguin and Dolphin. The licensee, Belmont Shore Children\342\200\231s Center LLC., is requesting an overall capacity of (63) children by adding a new Toddler program with a capacity of (12) children from ages 18 to 36 months old in (1) classroom: Guppies; and the Preschool capacity will be reduced to (51) children from ages 2 to 6 in (3) classrooms: Seahorse, Penguin and Dolphin. Hours of operation will be Monday to Friday from 7:00am to 5:30pm. There were 29 children present with 3 staff members during today\342\200\231s inspection. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Facility staff that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Facility Representative stated that they will be located in the office. There is an operational carbon monoxide detector on site located in the office and in the large room (Dolphins and Penguins classroom). All required licensing documents were observed posted in the office. Children will be signed in and out at the office. Report Continues Page 1 of 3 Facility Representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Per Facility Representatives, the facility has already completed lead testing and has the results on file. Facility Representatives was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. \342\200\234 Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication.\342\200\235 The following corrections are needed prior to the issuance of the license: \342\200\242 The Applicant needs to rake the wood chips in the toddler outdoor activity space. Licensee Representative, Anna Martinez understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. A license for a total of 63 children: (12) toddlers serving ages 18 to 36 months in (1) classroom: Guppies; and (51) preschoolers serving ages 2 to 6 years old in (3) classrooms: Seahorse, Penguin and Dolphin will be granted upon a final file review. Exit interview conducted and report was reviewed with the Facility Representatives, Anna Martinez. Report Ends Page 3 of 3. LPAs continued to tour the facility and measured the indoor activity space. The total toddler indoor activity space measured is 503.87 square feet, which is sufficient to accommodate the requested toddler capacity of 12 children. The existing preschool classroom total indoor activity space measured at 1,811.95 square feet, which is sufficient for 51 preschool children. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available for the children via a filter water dispenser. LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 3/10/2025. LPAs observed a total of (1) sink and (1) toilets available for toddler children\342\200\231s use. There is a changing table located within the Guppies classroom. There was a total of (8) sinks and (5) toilets available for preschool children\342\200\231s use. These are sufficient to accommodate the overall requested capacity of (63) children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the office. The staff restroom located in the Guppies classroom will be used for toddler children who become ill and the staff restroom located in the Dolphin classroom will be used for preschool children who become ill. Facility will provide AM/PM snacks. Parents will provide their child's lunch. Per applicant representative, facility will have snacks in case of an emergency. There is a kitchen located on the premises. The kitchen area includes a refrigerator, sink, stove and food prep countertop. The kitchen prep area was observed to be free of hazards. Food was observed to be properly stored separate from cleaning materials. The kitchen and food storage areas were observed to be free of rodents and/or vermin. The facility currently has (3) fully fenced playground areas one is designated as the Toddler play yard and (2) Preschool play yards. LPAs observed each play yard is fenced. Fencing is made of wrought iron which is at least four feet high. The total square footage for designated toddler outdoor activity space is 2,440.67 square feet, which is sufficient to accommodate the requested toddler capacity. The total square footage for designated preschool outdoor activity space is 5,812.85 square feet, which is sufficient to accommodate the requested preschool capacity. Shade is provided via shade structured canopy. There are sufficient outdoor age-appropriate toys and play equipment available on the playgrounds. There is a Tiny Tikes climbing structure on the toddler play yard area. There is adequate cushioning in fall zones of climber provided by outdoor wood chips. LPAs observed that the wood chips needed to be raked and leveled flat on the ground to prevent falls. Drinking water is available via filtered water dispenser. LPAs observed all hazardous items on the playground to be inaccessible to children. Report Continues Page 2 of 3
