What the inspector wrote

On July 23, 2025, at 10:00 AM, Licensing Program Analysts (LPAs), Elka Chavez, Crystal Green and Tiffanie Tran conducted an announced prelicensing inspection to add a new preschool program to an existing license. Upon arrival, LPAs met with Facility Representative, Justine Lawrence. Also present, Pamela Benitez, Program Compliance Analyst Daniela Troya and Monique Anderson. This facility is currently licensed to serve 30 children: (6) infants and (24) toddlers (197493900). The Applicant, Children\342\200\231s Institute Inc., is requesting to be licensed for (46) children; (6) infants from 0 to 18 years in (1) classroom: room number 116; (24) toddlers 18 to 36 months in (3) classrooms; rooms 108,114 & 115 and (16) preschoolers 3 to 5 years in (1) classroom: room 101. Due to Assembly Bill (AB) 605, this location will be converted into a single License which is the conversion of currently licensed Childcare Centers with multiple licenses and is owned and operated by one licensee at a common address for different age components. The applicant will be serving an Early Head Start and Head Start program. Hours of operation will be Monday through Friday from 8:00 am to 4:00 pm. Present during today\342\200\231s inspection were (11) children with (9) staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Monique Anderson that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. Page 1 of 4v LPAs continued to tour the facility and measured indoor and outdoor activity space. The total infant indoor activity space measured 336.60 square feet, which is sufficient to accommodate the requested capacity of (6) children. The total toddler indoor activity space measured 1,296.01 square feet, which is sufficient to accommodate the requested capacity of (24) children. The total preschool indoor activity space measured 680.35 square feet, which is sufficient to accommodate the requested capacity of (16) children. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via a water pitcher filled with filtered water and disposable cups. LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on July 10, 2025. LPAs observed a total of (1) sink and (1) changing table available for infant children\342\200\231s use. These are sufficient to accommodate the requested overall capacity of (6) children. LPAs observed a total of (2) sinks, (1) changing table and (2) toilets available for toddler children\342\200\231s use. These are sufficient to accommodate the requested overall capacity of (24) children. LPAs observed a total of (3) sinks, and (2) toilets available for preschool children\342\200\231s use. These are sufficient to accommodate the requested capacity of (16) children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the director\342\200\231s office. The ill children will use the staff restroom. The facility will provide lunch, AM and PM snacks. The applicant representative stated that snacks and meals are delivered from a food vendor called Chefables. The kitchen prep area includes a refrigerator, food warmer, sink, microwave, and food prep countertop. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in the kitchen are inaccessible to children via a closed door. The facility currently has 3 fully fenced playground areas. Fencing is wrought iron and is at least four feet high. The total square footage for the infant outdoor activity space is 505.08 square feet, which is sufficient to accommodate the requested capacity. The total square footage for toddler outdoor activity space is 1,243.03, for only 16 children at one time, insufficient for the number of children being requested. A playground waiver to share the toddler playground at different times in the AM and PM due to limited square footage is on file. Page 2 of 4 The total square footage for the preschool outdoor activity space is 2,366.87 square feet, which is sufficient to accommodate the requested capacity. Shade is provided via canopies. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children ages 2 to 5 in the preschool playground which is properly anchored. There is adequate cushioning in fall zones of climbers provided by rubber mulch. Drinking water is available via water pitchers and disposable cups. LPAs observed all hazardous items on the playground to be inaccessible to children. Applicant representative, Justine Lawrence, was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). The lead testing was conducted on September 21, 2022. Applicant representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Per Facility Representative, Children\342\200\231s Institute Inc. facilities have designated Compton (License #198401230) to be the administrative facility for all staff criminal record clearance associations. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Page 3 of 4 LPAs reviewed with facility representative LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. LPAs discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPAs also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. No corrections are needed. A license for (46) children will be granted upon a final file review.
