What the inspector wrote
On January 12, 2026 Licensing Program Analyst (LPA) Portia Bowden continued Pre Licensing Inspection at the above facility. At 1PM LPA arrived, announced the purpose of the visit and was granted entry into the home by Applicant Yvonne Davis. Per the Applicant, hours of operation will be Monday- Friday 6AM to 1030PM. The Applicant will serve children ages 0-13 years of age.
This single-story home includes 5 bedrooms, 2 bathrooms, kitchen, dining room, living room, den, enclosed backyard and attached garage. The main care areas are the den, 1 bathroom, 1 bedroom (office) and enclosed back yard. All accessible areas were inspected for cleanliness, health, safety, heating, and ventilation. Per Applicant all children in care and parents will enter and exit facility through enclosed gated side entrance located in front of home that leads directly to the Den (main daycare room).
Off limits areas include 4 bedrooms, Kitchen, dining room and 1 bathroom. LPA observed all 4 bedrooms to be locked preventing access from children in care.
DEN: LPA observed a floor to ceiling sliding barn door with combination lock separating den from offlimit kitchen, living room and 2 bedrooms. This area features laminate floors with age-appropriate tables and chairs. LPA observed various play stations for dramatic play and a quiet station for reading. All furnishings, equipment, and materials were found to be in good condition. LPA observed a built-in kitchenette along the wall in the Den. LPA observed magnetic child locks on all cabinets and drawers in the kitchenette. LPA observed knives in a kitchen drawer secured by a magnetic lock. Per Applicant all cleaning supplies are kept in the offlimit kitchen, inaccessible to children in care.
Bathroom: Bathroom for children\342\200\231s use is located in the hallway of the Den across from the daycare office. Per Applicant she will provide potty training. LPA observed Handwashing soap, toilet paper, and paper towels readily available for children\342\200\231s use. The sink and toilet are operable, and the bathroom floor is free of hazards. Shower/ Tub in bathroom was empty and free of any hazards to children in care. LPA observed bathroom sink cabinet to have a child safety latch preventing children\342\200\231s access. Per Applicant sink cabinet contains excess toilet paper. LPA observed the bathroom to be free of clutter and present no hazards to children in care.
Office: Per Applicant bedroom next to daycare Den will be used as office/ isolation area for sick children. LPA observed the area to contain a desk, 3 computer chairs and a storage closet. LPA observed 12 cots for children\342\200\231s sleeping, per Applicant all linens will be washed in the facility once a week and as needed. All furnishings, equipment, and materials in the office were found to be in good condition and present no hazard to children in care.
Outdoor Play Area: The fenced enclosed backyard includes shady area, grass, and various age-appropriate toys and equipment. The equipment is in good condition, free of sharp, loose, or pointed parts. The side entrance pathway is cemented, in good condition, free of obstructions and free of any hazards to children in care.
LPA observed licensing board posted on wall of the Den next to entrance/ exit complete with: Notification of Parents' Rights Poster (PUB 394), Child Care Facility Roster (LIC9040), Emergency Disaster Plan (LIC610a) and ER drill log.
The home is properly ventilated and has central AC/Heating
An operable combination smoke detector/ carbon monoxide detector was observed on the wall of the Den.
A 2A 10BC fire extinguisher with a receipt dated 2/25, was hung on the Den wall. Per Applicant it will be serviced prior to 2/1/26.
The Applicant has both a land line and cell phone for communication.
No firearms or ammo are present in the home.
No smokers are present in the home.
Exposed electrical outlets throughout the home are covered.
The Applicant will provide Breakfast, Lunch, Dinner and 3 snacks.
The Applicant will administer medication to children in care.
The Applicant will provide transportation to children in care.
Sick children will be isolated in the on limit bedroom (Office)
No pets are present in the home
There are no bodies of water on the premises.
Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
The applicant provided proof of control of property via lease
Because the applicant rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC 9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149).

LPA reviewed with applicant the LIC 311D, Forms/Records to Keep in your Family Child Care Home, children\342\200\231s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant.

, as an additional resource. LPA also informed applicant of the importance of checking for and removing recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment
On this date, 01/09/2026, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility address. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ
Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California
Corrections: Fire clearance:
Per applicant fire clearance will be granted upon fire inspectors follow up inspection today at 3PM for corrections: LED Exit signs above exits. LPA observed required signs above exit doors.
Pending fire clearance and Department review, a large Family Child Care Home license will be granted upon review by a Licensing Program Manager. Once licensed, the applicant is required to comply with the terms and limitations stated on the license.
