What the inspector wrote

On 2/6/2026 Licensing Program Analyst (LPA) Alicia Mooberry conducted a pre-licensing inspection for the above address. This is an application for a change in location application LPA met with Alicia Barajas, current license 198018906. The fire clearacne is pending approval. The applicant guided LPA on a tour of the facility. Individuals residing in the home were discussed and noted. Per Applicant, hours of operation will be Monday - Friday, 6:00 am to 6:00 pm and will offer overnight care Mon-Fri. 6:00pm-6:00am not to exceed 24 hour care at one time. Applicant states they will care for children Infants -13 years of age. LPA discussed overnight care guidelines. A plan for overnight care will be created for children that are staying overnight. The home was inspected for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children in care. This is a one-story 3 bedroom 2 bathroom home with a detached garage and in ground swimming pool. The main daycare areas are: 2nd Living Room at rear of home, 1 bedroom by daycare area, bathroom in the hallway, the backyard space (fenced), recreation room next the the garage. The children will walk through the front living room and kitchen to get to daycare area. The garage was observed to be closed and inaccessible. The off limit areas in the home were observed with safety locks, During this inspection LPA observed the the in ground pool in the backyard has fencing that is 60 inches around the perimeter of the pool. LPA will consult with management and return to complete the pool inspection. -----Page 1 Report continues The off limit areas are all in the rear of the home, are maintained inaccessible by a safety gate in the kitchen leading to the den. Knives and other sharp utensils are located in overhead cabinet in the kitchen. Cleaning products were located in cabinets locked with safety latches under the sink in kitchen and bathroom and in the overhead shelves in the laundry room. There are outlet covers throughout the home. Smoke detectors and carbon monoxide detector were observed, tested and found to be operable. The home was observed to be clean and orderly. LPA observed age appropriate toys and learning materials in the daycare area. First Aid and emergency supplies are available located in the kitchen pantry. LPA observed the required 2A10 BC fire extinguisher in the daycare room, the purchase receipt is not available during inspetion. Applicant was reminded that fire extinguishers need to be purchased or serviced yearly. There is a fireplace in the daycare room covered and secured to the wall. The home has centra air and heating. The applicant states that meals will be provided by facility and parents will also have the option to bring food from home. Applicant was informed that any food brought from the children\342\200\231s homes must be labeled with child\342\200\231s name and properly stored or refrigerated. The applicant has completed the required Health and Safety Training, Nutrition, and Lead Training, Mandated Reporter Training and Pediatric First Aid/CPR expires on 02/2026. Required immunization's are current. Per Applicant, there are no weapons or firearms in the facility, none were observed by LPA. Applicant has 2 small bread dogs that are kept inaccessible to children during daycare hours. Per applicant, the enclosed back yard next to the pool will be used as outdoor play area. LPA observed safe and age appropriate toys and materials. LPA reviewed with applicant the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant . LPA discussed the Safe Sleep Regulation and provided PIN 20-24-CCP and Infant Sleep Plan LIC 9227 for when Applicant is ready to enroll infants. Children will nap in bedroom #1 and in the daycare room, sleeping mats and a crib are available. ----Page 2, Report Continues LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information , see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm LPA advised applicant to ensure they are following the guidance from the local health authorities in order to prevent and reduce the transmission of diseases. Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA advised the applicant how to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov . The following corrections need to be made prior to obtaining a small family child care license. Proof of corrections are due by 2/14/26 1. Applicant will obtain the receipt of purchase for the fire extinguisher 2. Current Pediatric 1st Aid CPR certification for Applicant and assistant. 3. Fire Clearance for a Large FCC 4. Approved Pool requirements A large family childcare license will be granted upon completion of all required documentation and corrections.
