What the inspector wrote

On October 29, 2025 at approximately 9:30AM, Licensing Program Analyst (LPA) Nicole Tran conducted an unannounced, annual inspection. LPA met with Director, Alison Clare Burns, and explained the purpose of the visit. The childcare center is a parent-cooperative facility. Present during the visit was Director, 1 fully-qualified teacher, 2 parents, and 8 preschool age children. Hours of operation are currently Monday to Friday from 9:00AM to 1:00PM. The facility operates in the Main Classroom, Community Room, Studio, and has a large outdoor activity area. LPA inspected all classrooms for health and safety hazards with Director. LPA observed electrical outlets in classrooms to be made inaccessible with child safety covers. Facility is equipped with multiple fully charged fire extinguishers, smoke alarm, and a fire alarm system. LPA tested and verified the functionality of a carbon monoxide detector located in the Studio. Chemicals, poisons, and cleaning solutions have been made inaccessible to children. LPA observed a variety of age-appropriate toys that are in good condition. Classrooms have fine motor play areas, art tables, and areas for rest and relaxation. Rugs and carpets are clean and free of stains. Age-appropriate furniture was observed to be maintained in good condition, free of sharp, loose or pointed parts. LPA observed cabinets and drawers in classrooms to be free of poisonous materials or secured with child safety locks. Personal storage for children's belongings is located outside the Community Room and is labeled with their names. Children bring snacks and lunch from home. Children also bring water bottles from home and staff will refill them from sinks with a built-in filter system. Per Director, there are no currently enrolled children with allergies. Continued on Page Two Page Two Restroom for children's use was observed to be in working condition. LPA observed children's restroom to have age-appropriate toileting equipment and hand washing materials. A changing table is available within arm\342\200\231s reach of a sink in the restroom. Per Director, parents provide diapers and LPA observed them to be individually stored and labeled per child. A first aid kit is stored high on a shelf in the bathroom. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. With Director, LPA inspected the outdoor area for health and safety hazards. Outdoor area is fully enclosed and fully fenced. There are play structures and swings with woodchips and rubber mats underneath to cushion falls. LPA observed multiple activity tables and playhouses available for children\342\200\231s use. Age-appropriate toys and equipment were observed to be in good condition. Trees and a gazebo offer ample shade for children to rest under. Children\342\200\231s water bottles are readily accessible and an insulated water cooler is brought out for additional water. LPA did not observe any pools, spas or bodies of water on site. Licensing documents are properly posted and available in the Community Room. The facility utilizes a computer for sign-in sign-outs by the front entrance in the Community Room. LPA observed children present to be appropriately signed in during today's visit. The most recent emergency drill was conducted on October 10, 2025 and was properly logged. LPA reviewed 2 random children's records. Children's files were observed to be complete and included emergency information, consent for emergency medical services, and immunization records. LPA reviewed 2 staff files and observed them to be complete with current mandated reporter training and pediatric CPR/First Aid training. Continued on Page Three Page Three Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. No deficiencies were cited during today\342\200\231s visit, October 29, 2025. A notice of site visit was given and must remain posted for 30 days. Appeal rights were provided and explained.
