What the inspector wrote

On September 3, 2025 at approximately 1:30pm, Licensing Program Analyst (LPA) Garcia conducted a scheduled, case management visit. LPA met with facility director, Marie Bernadette McCarthy and explained the purpose of the visit. There were 25 children present during visit. Facility is currently licensed for 40 preschool children. Director requested for an increase capacity of 59 total children. Fire clearance was received on August 28, 2025. LPA toured, inspected and measured the new on-limits areas and classrooms located at the facility. LPA observed that the facility constructed two new classrooms that can be divided by an accordion divider. The other classrooms and outdoor areas remain the same. Indoors: The total indoor square footage for the two additional classrooms is 366.39 sq. ft. which cannot accommodate director's request with a total of 59 children. Based on total indoor square footage of 366.39 sq. ft. with the two new classrooms, it can only accomodate 10 additional children from the current capacity of 40. There is an enclosed patio area that is not included with the indoor space. Per director, she plans to ask the fire inspector to include the area as part of the indoor space. The child care center was observed to be clean, safe, sanitary and in good repair. Floors of all rooms have a surface that is safe and clean. A comfortable temperature for children is being maintained. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. Tables and chairs were observed to be age appropriate. There are rugs in classrooms that were observed to be clean, free of stains. ***Continue Report on Page 2*** ***Continued, Page 2*** Each classroom is equipped with an emergency backpack that includes a fully stocked first aid kit and emergency contact information. LPA observed facility to have multiple fully charged fire extinguishers and smoke detectors. LPA tested carbon monoxide detectors during visit, which were observed to be working. LPA observed that preschool classroom to have bathrooms. Children have access to 6 toilets and 12 sinks. Total allowable capacity for toilets is 90 children. Total allowable capacity for sinks is 180 children. LPA observed children's bathrooms to be in working condition. Sinks accessible to children do not provide water that is warmer than 120 degrees Fahrenheit. LPA observed garbage bins with tight fitting lids throughout facility. The outdoor space remained the same and it was not measured during today's inspection. LPA did not observe any pools, spas or bodies of water on site. Based on indoor square footage, the maximum capacity, facility will be licensed for 50 preschool children. LPA discussed with Director, any changes to the facility, the department must be made aware prior to and must approve of. Per Title 22 section 101212(c) The licensee shall notify the department in writing of his/her intent prior to making any structural changes that reduce the total amount of indoor or outdoor space. As of today's date, the facility will be licensed for a total capacity of 50 children. The director's total capacity request of 59 children is pending per fire inspector and management approval for the enclosed patio space. No deficiencies were issued during today's visit. Notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with facility representative, Marie Bernadette McCarthy.
