Inspector’s narrative

What the inspector wrote

On 4/19/2024, at approximately 11:55AM, Licensing Program Analyst (LPA) Jonathan Tse conducted an unannounced annual visit at the facility. LPA met with Director Rosario Knutson (D1). Present during the visit was D1, five teachers, and 32 preschool age children. The facility is in compliance with staffing and ratio requirements on this day. The facility\342\200\231s operating hours are from 8:00AM to 5:00PM. LPA inspected the facility for any health or safety hazards. LPA observed the facility to be in clean and orderly condition. There are fully charged 2A10BC fire extinguishers present in each classroom. There is an operational carbon monoxide detector present. There is a fire alarm system running throughout the school. Electrical outlets are covered or obstructed by furniture when not in use to be inaccessible to children in care. The facility operates in two classrooms: Rosemary and Lavender. There is a third classroom, Garden, that is currently being used for napping purposes. LPA observed age-appropriate toys and learning materials to be present in each classroom. There are fish tanks present in Rosemary and Lavender classrooms that are covered. Furniture is age-appropriate and free of rough or sharp edges. There are lofts in each classroom that are secured by railings and covers. The facility provides mats for children to nap on. Children bring bedding from home and take it back once a week for cleaning. Per D1, children bring lunch, snacks, and water bottles from home. The facility offers snacks for children in care. Water bottles are brought from home and refilled at a water refilling station that was tested for lead and did not have any exceedances of lead. There are cubbies for each child present that are labeled. Waste bins are fitted with tight-fitting lids. Continued on Page Two Page Two LPA observed the outdoor play area to be free of debris and other loose articles. There is sufficient shade available through trees or tarps that have been set up throughout the outdoor play area. There are age-appropriate toys and equipment present for children in care. The outdoor play area is enclosed by a fence. Water bottles are brought out when children are present and are refilled as needed. LPA observed yellowjacket traps to be present in areas that are inaccessible to children in care. The facility is taking measures to keep the center free of flies, other insects, and rodents. LPA reviewed six teacher\342\200\231s files, six children\342\200\231s files, and facility records. All teachers present today are fully qualified teachers and have proof of qualifications in their files. All staff members have current First Aid/CPR training and Mandated Reporter Training. LPA observed all children\342\200\231s files to be complete. All required postings are posted and available for review. The last emergency drill was conducted in September 2023. Drills are properly logged and documented. LPA discussed requirement to conduct an emergency drill at least once every six months with D1. D1 stated that they understood. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continued on Page Three Page Three Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
