What the inspector wrote

On November 4, 2025 at approximately 10:00AM, Licensing Program Analyst (LPA) Nicole Tran conducted an unannounced, annual inspection. LPA met with Director, Heather McCracken, and explained the purpose of the visit. Present during the visit was Director, 10 staff, and 61 preschool age children. Hours of operation are currently Monday to Friday from 7:00AM - 5:30PM. The facility operates in four classrooms: Monkey, Caterpillars, Bears, and Owl. There are an additional two classrooms upstairs that are currently not in use by the facility. LPA inspected all classrooms for health and safety hazards with Director. LPA observed electrical outlets in classrooms to be made inaccessible with child safety covers. Facility is equipped with multiple fully charged fire extinguishers, smoke alarm, and a fire alarm system. LPA tested and verified the functionality of a carbon monoxide detector. Chemicals, poisons, and cleaning solutions have been made inaccessible to children. LPA observed a variety of age-appropriate toys that are in good condition. Classrooms have fine motor play areas, art tables, and areas for rest and relaxation. Age-appropriate furniture was observed to be maintained in good condition, free of sharp, loose or pointed parts. LPA observed cabinets in classrooms to be free of poisonous materials. Personal storage for children's belongings is located inside and outside of classrooms, labeled with their names. Children bring lunch from home and the facility provides morning and afternoon snacks. Children also bring water bottles from home and staff will refill them from classroom sinks as needed. Per Director, there are no currently enrolled children with allergies. Continued on Page Two Page Two Restrooms for children's use are located in the classrooms and were observed to be in working condition. LPA observed children's restrooms to have age-appropriate toileting equipment and hand washing materials. Per Director, parents provide diapers and LPA observed them to be individually stored and labeled per child. First aid kits in emergency backpacks are available in each classroom. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. With Director, LPA inspected the outdoor area for health and safety hazards. Outdoor area is fully enclosed and fenced. There is a large play structure anchored to the ground with artificial turf underneath to cushion falls. Age-appropriate toys and equipment were observed to be in good condition. A sandbox is available for children’s play as well. Trees, tarps, and a gazebo offer ample shade for children to rest under. Children’s water bottles are readily accessible if needed. LPA did not observe any pools, spas or bodies of water on site. Licensing documents are properly posted and available in the main hallway. The facility utilizes an app for sign-in sign-outs and there are digital tablets for parents to sign in on. LPA observed children present to be appropriately signed in during today's visit. The most recent emergency drill was conducted on October 30, 2025 and was properly logged. LPA reviewed 6 random children's records. Children's files were observed to be complete and included emergency information, consent for emergency medical services, and immunization records. LPA reviewed 6 staff files and observed them to include their health screenings and immunization records. During record review, LPA observed 1 staff member’s criminal record clearance had not been transferred to this facility. Continued on Page Three Page Three Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. See LIC 809-D for deficiency cited today regarding staff criminal record clearance. A notice of site visit was given and must remain posted for 30 days. Appeal rights were provided and explained.
