What the inspector wrote
On December 2, 2025 at approximately 10:00AM, Licensing Program Analysts (LPAs) Nicole Tran and Jonathan Tse conducted an unannounced, annual inspection. LPAs met with Director, Heidi Nettz, and explained the purpose of the visit. The childcare center is a parent-cooperative facility. Present during the visit was Director, 1 fully-qualified teacher, 1 parent, and 13 preschool age children. Hours of operation are currently Monday to Friday from 9:00AM to 2:00PM.
The facility operates in the Big Room, Art Room, Playhouse Room, Play Yard, and Play Deck. LPAs inspected all childcare areas for health and safety hazards with Director and Teacher. LPAs observed electrical outlets in classrooms to be made inaccessible with built in child safety covers. Facility is equipped with a fully charged fire extinguisher, and duo carbon/smoke alarm. LPAs tested and verified the functionality of a carbon monoxide detector located in the Kitchen. Chemicals, poisons, and cleaning solutions have been made inaccessible to children.
LPAs observed a variety of age-appropriate toys that are in good condition. Classrooms have fine motor play areas, art tables, and areas for rest and relaxation. Age-appropriate furniture was observed to be maintained in good condition, free of sharp, loose or pointed parts. LPAs observed cabinets and drawers in classrooms to be free of poisonous materials.
Children bring snacks and lunch from home. There is a shelf for children’s lunchboxes, labeled with their names. Children also bring water bottles from home and staff will refill them from sinks with a built-in filter system.

Restroom for children's use was observed to be in working condition. LPAs observed children's restroom to have age-appropriate toileting equipment and hand washing materials. A changing table is available within arm’s reach of a sink in the restroom. Per Teacher, parents and the facility provide diapers/wipes and LPAs observed them to be appropriately stored.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
With Director, LPAs inspected the outdoor area for health and safety hazards. The Play Yard and Play Deck areas are fully enclosed and fenced. There is a play structure with sand and rubber cushioning underneath. A treehouse with a zipline was recently built. LPAs and Director discussed ways to ensure children’s safety when ziplining. Age-appropriate toys and equipment were observed to be in good condition. Trees and an awning offer ample shade for children to rest under. Children’s water bottles and a water fountain are readily accessible on the Play Deck. LPAs did not observe any pools, spas or bodies of water on site.
Licensing documents are properly posted and available in the Art Room. The facility utilizes a paper for sign-in sign-outs by the parking lot entrance. LPAs observed children present to be appropriately signed in during today's visit. The most recent emergency drill was conducted on November 19, 2025 and was properly logged.
LPAs reviewed 5 random children's records. Children's files were observed to be complete and included emergency information, consent for emergency medical services, and immunization records. LPAs reviewed 2 staff files and observed them to be complete with current mandated reporter training and pediatric CPR/First Aid training. LPAs also reviewed 2 parent files and found them to include their immunization records.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
No deficiencies were cited during today’s visit, December 2, 2025.
A notice of site visit was given and must remain posted for 30 days.
