What the inspector wrote

On December 18, 2025 at approximately 10:15AM, Licensing Program Analyst (LPA) Nicole Tran conducted an unannounced, annual inspection. LPA met with Director, Heidi Tomsky, and explained the purpose of the visit. Present during the visit was Director, 6 staff, and 10 infants. Hours of operation are Monday to Friday from 8:00AM to 5:00PM. The facility also has a preschool and school age license. LPA inspected all classrooms and childcare areas for health and safety hazards with Director. LPA observed electrical outlets in classrooms to be made inaccessible with child safety covers or barricaded by furniture. Facility is equipped with multiple fully charged fire extinguishers, smoke alarm, and a fire alarm system. LPA tested and verified the functionality of a carbon monoxide detector. Chemicals, poisons, and cleaning solutions have been made inaccessible to children, placed high on shelves. Trash cans for solid waste had tight-fitting lids. A complete first aid kit is available in classrooms. LPA observed a variety of age-appropriate toys that are in good condition. Classrooms have fine motor play areas, activity tables, and areas for rest and relaxation. There are rugs and mats for children to play on as they learn how to walk. Age-appropriate furniture was observed to be maintained in good condition, free of sharp, loose or pointed parts. LPA observed cabinets in classrooms to be free of poisonous materials. Personal storage for children's belongings is located inside and outside of classrooms, labeled with their names. Children nap on mats in classrooms. LPA observed mats and children\342\200\231s bedding to be appropriately stored. Families provide linens and brings them home to wash weekly. Continued on Page Two Page Two LPA observed two infants napping in sleep sacks. LPA informed Director that infants are not allowed to nap in sleep sacks as it is a form of swaddling. Director stated they understood and removed the sleep sacks. The facility provides breakfast, morning snack, lunch, and afternoon snack. Food is prepared in the kitchen on-site and LPA observed cleaning materials to be stored separately from food. The facility also provides water bottles to children and they can be refilled from Brita pitchers. Per Director, there are no currently enrolled children with allergies. Two changing tables are available within arm\342\200\231s reach of a sink in the classroom. The facility provides diapers and wipes and LPA observed them to be individually stored and labeled per child. Restrooms for children's use were observed to be in working condition. LPA observed children's restrooms to have age-appropriate toileting equipment and hand washing materials. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES With Director, LPA inspected the outdoor area for health and safety hazards. Outdoor area is fully enclosed and fenced. Age-appropriate toys and equipment were observed to be in good condition. There are tricycles, toy cars, and a playhouse for children to play with. A large tarp offers ample shade for children to rest under. Children\342\200\231s water bottles are brought out to have accessible drinking water as well. LPA did not observe any pools, spas or bodies of water on site. Continued on Page Three Page Three Licensing documents are available for review in classrooms and in the main office. The facility paper for sign-ins/outs. LPA observed children present to be appropriately signed in during today's visit. The most recent emergency drill was conducted on September 3, 2025 and was properly logged. LPA reviewed 3 random children's records. Children's files included emergency information and immunization records. LPA reviewed 4 staff files and observed them to be complete with current mandated reporter training. There is at least one staff member with current pediatric CPR/First Aid training. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continued on Page Four Page Four Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. See LIC 9102-TV for a technical violation issued today regarding safe sleep regulations. Appeal rights were provided and explained. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with facility representative, Heidi Tomsky.
