What the inspector wrote

On May 5, 2025, Licensing Program Analyst (LPA) Naves conducted an unannounced annual visit to the Child Care Center (CCC) listed above. LPA met with the Director, Susan Raczka, and explained the purpose of the visit. The hours of operation are Monday-Friday 8:30am-4:30 pm. 57 preschool-aged children and 11 staff members were present during the visit. 3 staff members present at the CCC did not have criminal record clearance from the department. This poses and immediate health and safety risk to the children in care. The LPA informed the director that the 3 individuals without criminal record clearance must not return to the facility until all 3 individuals receive clearance from the California Department of Social Services. LPA observed that all required documents, such as the facility license, waivers, notification of parental rights, notification of personal rights, car seat law, emergency disaster plan, and daily activities, were displayed in the CCC. LPA observed that the last emergency disaster drill was conducted on April 16, 2025, and properly recorded. The center conducts their drills monthly. According to the director, the children are responsible for bringing their own lunches and snacks to the CCC the children bring their own lunch boxes and water bottles. LPA observed that the CCC maintains a paper record of the children\342\200\231s attendance. LPA reminded director that a parent or authorized representative for the child must sign their full first and last name when dropping off or picking up child from care. cont pg 2 >>>> page 2 LPA and the director conducted an inspection to identify potential health and safety hazards. LPA and director toured all 5 classrooms \342\200\234Tadpoles\342\200\235, \342\200\234Dragonflies\342\200\235, \342\200\234Frogs\342\200\235, \342\200\234The Shoes\342\200\235 , and "The Ice Creams\342\200\235 LPA observed that the inside of the CCC was clean, safe, sanitary, and in good repair. The CCC is equipped with fully stocked first aid kits, functioning smoke and carbon monoxide detectors, which were all tested and in working condition and fully charged fire extinguishers. LPA observed a fish tank in one of the classrooms that was properly secured and housed a few fish. LPA observed that the classrooms were equipped with age-appropriate toys, furniture, and educational materials. LPA observed that each child has an individual storage space for his/her clothing and personal belongings at the CCC. If a child were to become ill while under care there are 2 couches in Directors office for children to rest until picked up. LPA observed bathrooms to be clean and in working condition. The sink was observed to be in working condition and not providing water warmer than 120 degrees Fahrenheit. LPA observed that the toilets and handwashing facilities at the CCC were in safe and sanitary operating condition. LPA observed that all accessible classroom cabinets and drawers did not contain hazardous materials or poisons. LPA observed that poisons, cleaning solutions, and chemicals were stored on high shelves or shelves with child safety locks to make them inaccessible to children. LPA observed that a fence enclosed the outdoor playground, and the equipment and furniture were in good condition. The outdoor playground is divided into 4 play areas additionally, there are several covered sand boxes for children to utilize. LPA observed an extensive variety of climbing structures and play houses. The center provides a weekly bike time where children can bring their bikes from home to ride at the CCC. The areas around and under high climbing equipment, swings, slides, and similar equipment were cushioned with material that absorbs falls. LPA observed that the CCC did not have any pools, spas, or other types of bodies of water in the outdoor area. cont pg 3 >>>> page 3 LPA observed that the CCC has specific sleeping/resting areas for children and is equipped with cots. The CCC provides the cots and covers which are washed weekly or as needed. The napping area has a \342\200\234doodle\342\200\235 room which allows the child to take his/her time to wake up fully from nap. LPA reviewed five children\342\200\231s files and confirmed that all five children have complete files that include their emergency contact and medical information. LPA reviewed the files of five staff members and found that several staff member are current with their Pediatric First Aid/CPR certifications. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Also, LPA Naves informed the Director Susan Raczka to provide a copy of this licensing report dated May 5, 2025, that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report LIC 9224, or other written statement, must be placed in the child's file for verification. A copy of today\342\200\231s report was given to the Director, Susan Raczka. A Notice of Site Visit was given and must remain posted for 30 days.
