What the inspector wrote

On May 20, 2026 at approximately 1:00PM, Licensing Program Analyst (LPA) Nicole Tran conducted an unannounced, annual inspection and met with Director, Stefanie Eaves. LPA disclosed the purpose of the visit and was granted entry into the facility by Director. Present during the inspection was Director, 9 staff, and 42 preschool age children. Hours of operation are Monday to Friday from 8:00AM to 4:30PM. The preschool program operates in Classrooms 3, 4, and 8. LPA inspected all childcare areas for health and safety hazards with Director. LPA observed a variety of age-appropriate toys that are in good condition. Classrooms have dramatic play equipment and manipulatives to encourage free play and imagination. There were also spaces for other activities, eating, and rest and relaxation. Age-appropriate furniture was observed to be maintained in good condition, free of sharp, loose or pointed parts. LPA observed cabinets and drawers in classrooms to secured with child safety devices. Storage for children's belongings are located inside the classroom, labeled with their names. LPA observed electrical outlets in classrooms to be made inaccessible with child safety covers. Facility is equipped with multiple fully charged fire extinguishers, first aid kits, emergency backpacks, smoke/carbon monoxide detectors, and a fire alarm system. Chemicals, poisons, and cleaning solutions have been made inaccessible to children. Per Director, there are no firearms or weapons on site. Continued on Page Two Page Two Restrooms for children's use were observed to be in working condition. LPA observed children's restrooms to have age-appropriate toileting equipment and hand-washing materials. Per Director, the facility provides diapers/wipes and LPA observed them to be appropriately stored. Trash cans with tight-fitting lids are available for solid waste. Children sleep on mats that are labeled with each child’s name. Sheets and blankets are provided by the facility. Per Director, the facility launders all linen weekly and wipes the mats twice a week. LPA observed children’s bedding to be individually stored so that no child’s used bedding comes into contact with other bedding. The facility provides a full food service that includes breakfast, lunch, and afternoon snacks. Food is prepared off-site and delivered to the facility. Food menus are posted in classrooms. Drinking water is available from filtered tap water and water bottles are provided by the facility. During outdoor play time, children’s water bottles are brought out. Per Director, there are currently enrolled children that require prescription medication. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 , requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16 . For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 ( PIN 21-21.1-CCP .). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP . LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ). CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES Continued on Page Three Page Three With Director, LPA inspected the outdoor areas for health and safety hazards. There are three outdoor areas for preschool children to play in: Red Park, Gazebo Park, and Garden Park. All outdoor areas are fully enclosed and fenced. There are areas labeled as different zones to ensure supervision. The tire swing and play structures have woodchips underneath to cushion falls. Rubber flooring and artificial turf are also available for children to play on. Trees, tarps, umbrellas, and structures provide shade for children to rest under. Age-appropriate toys and equipment were observed to be in good condition. There is a sandbox in the Gazebo Park that has a cover on when not in use to prevent debris and loose articles from falling in. Per Director, the sandbox is checked daily before use for hazardous materials. LPA did not observe any pools, spas or bodies of water on site. Licensing documents are properly posted and available for review in all classrooms. The facility conducts emergency disaster drills that are documented and maintained. The last disaster drill conducted was on May 13, 2026. The facility utilizes paper for sign in/outs and an app (BrightWheel) for parent communication. LPA reviewed 6 random children's records. Children's files were observed to be complete and included their emergency information and consent for emergency medical authorization. LPA reviewed 6 staff files. Most staff members have current pediatric CPR/First Aid training and current Mandated Reporter certification. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. No deficiencies were issued during today’s annual inspection. A notice of site visit was given and must remain posted for 30 days.
