What the inspector wrote

On April 9, 2026, at approximately 9:25AM, Licensing Program Analyst (LPA) Nicole Tran conducted an unannounced, annual inspection at the facility. LPA met with Director, Buntawan Vamnutjinda (D1), and explained the purpose of the visit. Present during the visit was D1, 6 staff members, and 20 children. The facility is an infant program with a toddler component. Hours of operation are Monday to Friday from 8:00AM to 4:30PM. LPA inspected the facility with D1 for any health and safety hazards. The facility operates in Classrooms 2, 9, and 10. LPA observed the rooms to be clean and free of debris. LPA observed classrooms to have a fully charged fire extinguisher at least the size of 2A10BC. LPAs tested and verified the functionality of the carbon monoxide detectors in all classrooms. Emergency exits are clearly labeled. Off-limits areas have been made inaccessible to children through child safety locks. All electrical outlets have been physically blocked by furniture or have covers on them. LPA observed there to be a variety of age-appropriate toys in all classrooms. Furniture is in good repair and free of sharp and rough edges. Cubbies are available for each child’s individual use and are labeled with their names. Per D1, the facility provides a full food service. All food is delivered from Community Action Marin’s kitchen off-site. Children’s bottles were clearly labeled with their names. There are changing tables within arm’s reach of a sink in all classrooms. Classrooms 2 and 9 also have age-appropriate toilets for children’s use. All trash cans have tight-fitting lids for solid waste. Continued on Page Two Page Two Children sleep on cots, mats, and cribs based on their ages and ability to climb out of a crib. Bedding and linen are provided by the facility and washed daily or as needed. All cribs have properly fitted mattresses with tight-fitting sheets. LPA observed cribs to be free of loose articles. LPA inspected the outdoor activity space to be clean and free of debris. There is a fence surrounding the area that is at least four feet high. The outdoor activity area is divided into two sections by a fence. The Front Yard has a play structure with rubber flooring to cushion falls. There are also age-appropriate toys and equipment in good condition. The Back Yard has wood chips for children to play on, a sandbox that is covered when not in use, and activity tables. Per D1, staff inspect the sandbox before each use. Trees and structures offer ample shade for children to rest under. Per D1, children’s water bottles are brought out during outdoor play time. LPA did not observe any swimming pools or other similar bodies of water on site. Licensing documents are properly posted and available for review in all classrooms. The facility conducts emergency disaster drills that are documented and maintained. The last disaster drill conducted was on March 19, 2026. The facility utilizes paper for sign in/outs. LPA reviewed 6 random staff files. There is at least one staff member with current Pediatric First Aid/CPR training. LPA reviewed 6 random children’s files. Children’s files were observed to be complete and contained their immunization records and consent for emergency medical authorization. Per D1, there are no currently enrolled children that require prescription medications. 15-minute sleep logs were observed to be appropriately documented for infants 0-24 months old. Continued on Page Three Page Three Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 , requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16 . For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 ( PIN 21-21.1-CCP .). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP . LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ). CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Continued on Page Four Page Four Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. No deficiencies were issued during today’s visit, April 9, 2026. A notice of site visit was given and must remain posted for 30 days.
