What the inspector wrote

On 4/23/2024, Licensing Program Analyst (LPA) Hanson Leong conducted an unannounced case management visit to the Child Care Center (CCC) listed above. The purpose of today's visit is to conduct an inspection of the Action Level Exceedance (ALE) of lead in the water at the Child Care Center. LPA met with the Director, Caitlin Schmitt, and explained the purpose of the visit. Twenty-four preschool-aged children and four staff members were present during the visit. The four staff members present at the CCC have all received criminal record clearance from the department. The CCC was operating within its capacity and in accordance with the required staff-to-children ratio. LPA discussed with the Director regarding the new Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, which requires the Lead Testing of water in the Child Care Center. All Child Care Centers that are located in buildings constructed before January 1, 2010, must have their water tested and post the results by January 1, 2023, and every 5 years after the date of the first testing. The Vendor's ALE report for the center was received on 3/5/2024. The test results indicate that the center's parts per billion (ppb) exceeded the acceptable limit of 5.5 ppb. In response to this finding, the center took proactive measures by sealing it and having children use other fixtures. LPA observed that fixture K with a 9.9 ppb was sealed, and the pipes were removed. LPA observed that fixture H with a 23 ppb was partially removed by having the pipes disconnected. According to the Director, our department did not license the classroom with fixture H. The director will work with the Bacich School District to replace the pipe from fixture H and retest fixture H once the pipes are replaced. The Director filled out an attestation regarding fixture H, stating that it will not be used. The Director provided the attestation form to the LPA. A manager will review the attestation form for approval. Please refer to LIC 809D for today\342\200\231s citation. A copy of today\342\200\231s report and the center\342\200\231s appeal rights were given to Caitlin Schmitt. A Notice of Site Visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Caitlin Schmitt .
