What the inspector wrote

On August 22, 2025 at approximately 9:30am, Licensing Program Analysts (LPAs) Catrina Quimbo and Nathan Garcia conducted an unannounced, case management visit. LPAs met with director, Caitlin Schmitt, and explained the purpose of the visit. Program is a combination center with preschool and school age components. School age component is currently licensed for 108 school age children. Director requested to increase school age capacity to 132 school age children (Tk-5th grade). Director submitted a capacity increase application to department August 7, 2025. As of this date, fire clearance has not been obtained. Program operates at Bacich Elementary school in classrooms #33, #34, #35, #36 and the gymnasium. Licensed school age classrooms are also licensed under the preschool license. Preschool component operates from 8:00am to 1:45pm while the school age program operates in the same classrooms from 2:00pm to 6:00pm. Programs do not co-mingle. For the school age program, per Health & Safety Code sections 1589.806(a), (a)(1), (1)(2) and (d) this program is exempt from square footage and toilet requirements. LPAs inspected and toured school age program at the facility. LPAs observed classrooms to be clean, safe, sanitary and in good repair. Floors of classrooms have a surface that is clean. LPAs observed rugs and carpet in classrooms. A comfortable temperature for children is being maintained. Furniture and equipment were observed to be age appropriate. LPAs observed cleaning solutions, poisons and chemicals are stored in classrooms' high shelves and/or behind child safety locked cabinets. (Continue Report on Page 2...) (Continued, Page 2...) School age program utilizes entire outdoor area that includes black tops, field and playground. Outdoor area is fully fenced and enclosed. The outdoor area for the preschool program is separate from the school age program. Play structure for school age children is surrounded by resilient padding. LPAs did not observe pools, spas or bodies of water on site. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPAs will approve for a capacity of 132 school age children in classrooms #33, #34, #35, #36 and gymnasium when the following is complete: -Fire clearance with requested capacity. -Working carbon monoxide detector in classroom #34. No deficiencies were issued during today's visit. Exit interview conducted and report was reviewed with facility representative, Caitlin Schmitt.
