What the inspector wrote

On 3/14/2024, at approximately 9:30AM, Licensing Program Analyst (LPA) Jonathan Tse conducted an unannounced annual visit at the facility. LPA was granted entry to the facility by Director, Joseph Dummitt (D1). LPA explained the purpose of the visit. Present during the visit was the Director, seven teachers, and 31 preschool age children. The facility is operating within capacity and staffing ratio requirements on this day. LPA inspected the facility for any health or safety hazards. The facility is in the lower level of a church building. All access to the upper level is secured by childproof gates. There are four classrooms in the facility: Lambs, Chipmunks, Seals, and Pandas. LPA observed all classrooms to be in clean and orderly condition. There are age-appropriate toys and learning materials in all classrooms. There are fire extinguishers present in each classroom. There is a carbon monoxide detector present in the facility. LPA observed emergency kits to be stored in all classrooms. LPA observed first aid kits to be complete, and emergency identification information stored in the emergency kits. Children nap on cots that are present in all classrooms. Bedding is brought from home and then taken back home once a week for cleaning. All trash cans are fitted with tight-fitting lids. LPA observed a total of four sinks and four toilets in the two bathrooms. Per D1, there are no weapons or firearms in the facility. There is no smoking in the facility. LPA observed the outdoor play area to be free of debris and other loose articles. There are age-appropriate toys and equipment present for children to use. The outdoor play area is cushioned by artificial turf. There are no pools or other bodies of water present in the facility. Continued on Page Two Page Two LPA reviewed five staff files and ten children’s files. LPA observed all staff files to be complete. There is at least one staff member with current First Aid/CPR training. Staff members use Mandated Reporter Training provided by Bright Horizons that has been approved by CCLD. All children’s files were observed to be complete. They included Emergency Information and Identification (LIC700), Consent for Emergency Medical Treatment (LIC627), and complete immunization records. During the visit, LPA discussed the criminal record background check process with D1. The facility provides AM/PM snacks for children. The facility last conducted an emergency drill in 2/2024. All drills are properly logged and documented. All required postings were observed to be posted and available for review immediately upon entry to the facility. D1 was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Continued on Page Three Page Three LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA referred D1 to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. D1 was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies were cited during today’s visit on 3/14/2024. See LIC9102-TA for technical assistance provided regarding the fingerprint clearance process.
