What the inspector wrote

On 7/24/2025, at approximately 12:00PM, Licensing Program Analysts (LPAs) Nicole Tran and Nathan Garcia conducted an unannounced annual inspection at the facility. LPAs met with Director, Donje Fields (D1), and explained the purpose of the visit. Present during the visit was D1, 5 staff, and 36 children. The hours of operation are Monday to Friday from 7:30AM to 6:00PM. This facility also has an inactive preschool license. LPAs inspected the facility for health and safety hazards. The facility operates in a large open space building with three main zones: the Makers Area, Classroom Area, and the Reading Area. LPAs observed a fully charged fire extinguisher at least the size of 2A10BC. LPAs tested and verified the functionality of a carbon monoxide detector present in the Makers Area. All poisons, chemicals, and cleaning detergents have been made inaccessible to children. Off-limits areas are secured with childproof locks. All trash cans had tight-fitting lids to prevent pests and rodents. The Makers Area, Classroom Area, and Reading Area have a variety of age-appropriate toys and learning materials. There are toys for dramatic play, manipulatives, and arts and crafts for children. Hooks for children\342\200\231s coats and backpacks are available as they enter the Classroom Area from the front door. Furniture is in good condition and free of sharp and rough edges. There are single, individual bathrooms for both boys and girls. Continued on Page Two Page Two Per D1, the facility provides lunches and snacks. Children have their own water bottles and refill at water fountains as needed. Water fountains are located both inside the facility and in the outdoor activity space. LPAs inspected the kitchen and confirmed all poisons, chemicals, and cleaning detergents were stored away from food. All perishable foods were within their expiration dates. Per D1, no currently enrolled children have food allergies. LPAs inspected the outdoor activity area for health and safety hazards. The surrounding gate is at least four feet high. There is a play structure rated for children 2-12 years old. The ground is a mix of artificial turf and wood chips for cushioning. Trees and tarps give ample shade for children to rest under. There is a soccer net and basketball hoop for children to use. Children\342\200\231s water bottles and a water fountain are easily accessible for children to drink from as needed. There are no swimming pools or other similar bodies of water on the property. LPAs reviewed 6 staff records. There is at least one staff member with EMSA certified Pediatric CPR/First Aid training. All staff files have their health screening and transcripts available for review. LPAs reviewed 6 children\342\200\231s files. All children\342\200\231s files had their signed admission agreements and signed consent for medical treatment. The facility uses paper sign in/out sheets and LPAs observed them to be updated and complete. The required LIC 9224 \342\200\223 Acknowledgement of Receipt of Licensing Reports in the children\342\200\231s files were not available for review. All required postings are available for review by the front door. The last emergency drill was conducted on 6/27/2025 and properly documented. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Continued on Page Four Page Four LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility representative, Donje Fields.
