What the inspector wrote

On January 15, 2026 at approximately 10:45AM, Licensing Program Analysts (LPAs) Nicole Tran and Brendon Van conducted an unannounced, annual inspection. LPAs met with Senior Manager of Early Education and Compliance, Jaime Rinetti (D1), and explained the purpose of the visit. Present during the visit was 7 staff and 24 preschool age children. Hours of operation are Monday to Friday from 8:00AM \342\200\223 4:30PM. LPAs inspected Lynwood 1 and Lynwood 2 for health and safety hazards with D1. LPAs observed electrical outlets in classrooms to be made inaccessible with child safety covers or barricaded by furniture. Facility is equipped with multiple fully charged fire extinguishers, a smoke alarm, carbon monoxide detector, and a fire alarm system. Chemicals, poisons, and cleaning solutions have been made inaccessible to children, placed high on shelves. Trash cans for solid waste had tight-fitting lids. A complete first aid kit is available in both classrooms. LPAs observed children\342\200\231s medication to be appropriately stored. LPAs observed a variety of age-appropriate toys that are in good condition. Classrooms have fine motor play areas, activity tables, and areas for rest and relaxation. Age-appropriate furniture was observed to be maintained in good condition, free of sharp, loose or pointed parts. LPAs observed accessible cabinets in classrooms to be free of poisonous materials. Personal storage for children's belongings is located inside classrooms, labeled with their names. Children nap on mats in classrooms. LPAs observed mats and children\342\200\231s bedding to be appropriately stored. The facility provides linens and launders them weekly. The facility provides morning snacks, lunch, and afternoon snacks. The facility also provides water bottles to children and they can be refilled from Brita pitchers. Per staff, there are currently no enrolled children with allergies requiring medication. Continued on Page Two Page Two Restrooms for children's use were observed to be in working condition. LPAs observed children's restrooms to have age-appropriate toileting equipment and hand washing materials. A changing table is available within arm\342\200\231s reach of a sink in both classrooms. Per staff, the facility provides diapers and wipes. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPAs verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES With D1, LPAs inspected the outdoor area for health and safety hazards. Outdoor area is fully enclosed and fenced. There is a large play structure with woodchips underneath to cushion falls under slides and the monkey bars. LPAs observed activity tables and a sandbox for children\342\200\231s use. Per staff, the sandbox is checked daily for foreign objects, Age-appropriate toys and equipment were observed to be in good condition. Buildings and structures offer ample shade for children to rest under. Children\342\200\231s water bottles are brought out to have accessible drinking water as well. LPAs did not observe any pools, spas or bodies of water on site. Licensing documents are available for review in both classrooms. The facility utilizes paper for sign-ins/outs. LPAs observed children present to be appropriately signed in during today's visit. The most recent emergency drill was conducted on October 9, 2025 and was properly logged. LPAs reviewed 5 random children's records. Children's files included emergency information and immunization records. LPAs reviewed 5 staff files and observed them to all have criminal record clearance. There is at least one staff member with current pediatric CPR/First Aid training. Continued on Page Three Page Three Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPAs reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. LPAs observed the facility\342\200\231s license states that they have access to Classroom 10 on Lynwood Elementary School\342\200\231s campus. Over the phone, Site Director, Holly Berends, said the facility used to have a Pre-K program in Classroom 10 in collaboration with the elementary school. The program ended sometime post-COVID. Since the facility is no longer providing care in Classroom 10, it should be removed from the facility\342\200\231s license. LPAs will follow up with the facility on what actions are needed to complete the process. No deficiencies were cited during today\342\200\231s annual inspection. Appeal rights were provided. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with facility representative, Jaime Rinetti.
