What the inspector wrote
On 09/04/2025, Licensing Program Analyst (LPA) Jaelyn Agbayani met with Applicant representative, Menachem Landa. The purpose of the visit was an announced pre-licensing inspection at the facility to ensure that health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. This is an application for 10 toddlers ages 18 months to 36 months in the toddler room as well as 15 preschoolers ages 2 to entry into first grade in the preschool room. The childcare center will operate Monday\342\200\223Friday 8:00 AM \342\200\223 4:30 PM. The fire clearance was approved on 08/14/2025. This childcare center is on the premises of a Chabad Jewish Center of Novato church. Per the fire inspector, the areas not suitable in childcare are the second floor and the first floor church and office areas that are not part of the day care. There were no children present during this inspection.
LPA toured and measured the on-limits areas and classrooms located at the facility. The facility has a total of 2 classrooms designated for each component.
Toddler Classroom measurements are:
The indoor total measurements contain a total of 472.68 square feet, which will accommodate applicant\342\200\231s request for 10 toddler children.
Preschool Classroom measurements are:
The indoor total measurements contain a total of 490.11 square feet, which will not accommodate applicant\342\200\231s request for 15 preschool children but will accommodate for 14 preschool children. LPA continued to tour the facility and measured all outdoor activity space.

The outdoor total measurements contain a total of 1289.63 square feet, which will accommodate applicant\342\200\231s request for 10 toddler children.
Preschool Outdoor measurements are:
The outdoor total measurements contain a total of 1070.84 square feet, which will not accommodate applicant\342\200\231s request for 15 preschool children but will accommodate for 14 preschool children.
LPA observed all classrooms to be clean, safe, sanitary, and in good repair. A comfortable temperature for children shall be maintained at all times. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. All materials and surfaces accessible to children, including toys, shall be free of toxic substances. All play equipment and materials used by children were observed to be age-appropriate. LPA observed no fireplace or open face heaters. LPA observed fully charged fire extinguisher, carbon monoxide and smoke detectors in the facility. There are 25 chairs, 8 tables, 14 cubbies, 28 hooks, 26 cots, 1 changing table, 2 toilets, 1 potty chair, 1 potty seat cover, and 2 sinks for the toddlers and preschoolers. LPA observed cubbie/hooks at the entrance of the facility, applicant stated that these cubbies will only store children\342\200\231s lunches, water bottles, naptime equipment, diapers, and wipes, and whatever else is needed. Per applicant potty training in the toddler room will be at the full discretion of parental decision based off child\342\200\231s readiness. Staff have separate bathroom that can be utilized by sick children if needed. Sick children will be isolated in the office area of the facility. LPA observed that items that may pose a danger to children were stored in a locked cabinet in the kitchen inaccessible to children. LPA observed containers with tight-fitting lids for the disposal of solid waste. LPA advised that applicant maintains first-aid supplies in a location accessible to staff but inaccessible to children.
The facility will be not be providing snack or meals, parents will be providing meals and snacks for children. Per applicant, if a child does arrive with no food parents will be contacted as well as provided with some snacks that the facility will have on site. Applicant was advised that full-day programs shall ensure that each child has a lunch and children shall be free to drink as they wish. Drinking water is readily available for the children via filtered water dispenser. LPA observed a half kitchen/food preparation area kept clean and free of litter and rubbish; Applicant was advised that measures shall be taken to keep kitchen areas free of rodents and other vermin.

Outdoor area for toddler and preschool children were free of hazards including, holes, broken glass dry grasses, and other debris that pose a fire hazard. The preschool component does need to cross over into the toddler component yard in order to get to their designated yard space. Shade was provided by building that covers more than half of both component\342\200\231s individual yard space. The areas around and under high climbing equipment had cushioned with material (woodchips) that absorb falls. The playground is enclosed by a fence at least four feet high to protect children and to keep them in the outdoor activity area. The preschool yard does contain a play structure and per applicant they will be removing the play structure and provide children with alternative age appropriate equipment for outdoor usage. Any construction or equipment that could pose a hazard in the outdoor activity area shall be made inaccessible to children in care. LPA observed no bodies of water.
Drinking water from a non-contaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test.
Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. , as an additional resource. LPA also informed Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicant representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA reviewed with applicant representative the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted.
The following corrections are needed before a licensure will be considered:
1.Final review of application packet by LPM
2. Send picture proof of fake grass installation under toddler slides
3. Discussion and final determination between LPA and LPM of outdoor path situation for preschool component
An exit interview was conducted with the above items discussed.
