What the inspector wrote
On November 6, 2025, at approximately 11:15AM, Licensing Program Analyst (LPA) Nicole Tran conducted an unannounced annual inspection visit. LPA met with licensee, Suzan Chan (L1), and explained the purpose of the visit. Present during the visit was L1, one adult helper, two infants and six preschool age children. The facility\342\200\231s operating hours are Monday to Friday from 7:30AM \342\200\223 5:00PM.
Daycare Areas
: Playroom, Bedroom #3 (mainly for napping), Bedroom #4 (for napping), Laundry Room (for passing through), Bathroom #2, Kitchen, and Playground (side yard next to the Playroom).
Off Limit Areas
: Living Room, Storage Room, Bedroom #1, Bedroom #2, Bathroom #1, Backyard, and Front Yard.
LPA inspected the facility for health and safety hazards with L1. LPA observed all electrical outlets have been secured with covers or made inaccessible by furniture. Off-limit areas are secured with child safety gates and door handle covers. Poisons, chemicals, and cleaning solutions are stored inaccessible to children in care. LPA tested and verified the functionality of a carbon monoxide and smoke detector. Facility is equipped with a fully charged 2A10BC fire extinguisher and complete first aid kit.
LPA observed the Playroom to have a variety of age-appropriate toys and equipment. There are carpets to cushion the ground for any falls. Furniture is in good repair and is free of loose, sharp, and rough edges. Cubbies and hooks are available for children\342\200\231s personal storage. LPA observed cribs, pack-and-plays, and mats for children to nap in. Per L1, they provide linens and bedding for children and launders them weekly and as needed.

The Playground area is fully fenced and enclosed. LPA observed age-appropriate toys and equipment in good condition. There is a large structure and swing set with woodchips and rubber mats underneath to cushion falls. There is also a section with artificial turf for children to play on. Playhouses and activity tables are in good condition as well. Tarps and trees provide ample shade for children to rest under. LPA did not observe any swimming pools or other similar bodies of water on the premises. Per L1, there are no firearms or weapons at the facility.
Per L1, the facility provides breakfast, morning snack, lunch, and afternoon snack to children. All food is prepared and cooked by the facility. Currently enrolled children do not have any allergies or medications. Drinking water is readily available from water bottles as needed.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPAs reviewed six children\342\200\231s files and facility records. Children\342\200\231s records included their emergency information and consent for emergency medical treatment. All required postings were available for review in the Playroom. All adults living in the home have been associated to the facility and have criminal record clearance. The last emergency drill was conducted on September 18, 2025. Licensee and helper both have current mandated reporter training and pediatric CPR/First Aid certification.
LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
