Inspector’s narrative
What the inspector wrote
On September 23, 2025, Licensing Program Analyst (LPA) Van conducted an unannounced annual inspection and met with the Director, Meghan Krempetz. The purpose of the inspection was explained, and entry to the facility was granted. Five staff, including the director, supervised 19 preschool children at the time of the visit. The facility complies with the current staff-to-child ratio. The operation hours are Monday through Friday from 8:30 a.m. to 2:00 p.m.
All staff members present during the inspection had their criminal background clearances verified through the CDSS Guardian Background Check System and were confirmed to have an eligible clearance status.
According to the director, there has been no change to the physical plant previously approved by the Department. LPA and the Director toured and inspected the entire center to identify potential health and safety hazards. The facility is well-maintained and has proper heating, lighting, and ventilation. The facility has a manual sign-in and sign-out process, and upon review, the records showed that all parents' signatures matched and accounted for the number of children present.
All classrooms are well-stocked with age-appropriate toys and educational materials. The furniture is sturdy and in good condition. The center has centralized smoke alarms and a carbon monoxide detector, along with a fully charged fire extinguisher. All hazardous materials, including cleaning solutions and poisons, are kept on high shelves. According to the director, children do not take naps at the center. However, there is an area for children to rest.

LPA observed that every child has an individual cubby. All emergency equipment is secure and locked. According to the director, the center currently has no children needing medications. However, if there are children who need medication, the center has centralized medication storage that is locked and inaccessible to children. First aid supplies are completely stocked and accessible for children\342\200\231s use.
All children's toilets and handwashing sinks are in good working condition and have proper sanitation. There is a separate bathroom for staff use on the premises. LPA reminded the director that children should not use the staff bathroom. LPA observed no bodies of water on the premises.
The outdoor play area is kept clean and free of debris. It is also completely fenced, clean, and in good repair. All play structures were observed to be in good working condition. LPA reminded the Director that drinking water should be available and freely accessible. Children bring their water bottles, and the staff will refill them both outdoors and indoors as needed.
According to the director, the center does not serve food to children. All food is brought from home. All storage containers for solid waste at the center have proper, tight-fitting lids.
All the required postings were observed, including the facility License, Notification of Parent Rights, Personal Rights, Car Seat Law, Emergency Disaster Plan, waiver, and Daily activities.
Random children's records and personnel records were reviewed during the inspection. The review of records revealed that the facility maintains complete records for each child, including immunization records, admission agreements, emergency contact information, and personal rights. Staff records indicate that all staff members or individuals requiring caregiver background checks have received criminal records and child abuse index clearances or exemptions.

Multiple staff members hold valid CPR certifications and have completed up-to-date mandated reporter training, except for one teacher whose mandated reporter certification expired on September 10, 2025. The staff will complete the training this week and provide it to the director.
The Director stated that the Center conducts fire and earthquake drills at least once every six months; the last drills were conducted on July 9, 2025.
The Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES:
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
