What the inspector wrote

On October 20, 2025 at approximately 10:00AM, Licensing Program Analyst (LPA) Nicole Tran conducted an unannounced, annual inspection. LPA met with Director, Ruthie Reeder, and explained the purpose of the visit. Present during the visit was Director, 6 staff, 2 student teachers from College of Marin, and 15 preschool age children. The facility operates on College of Marin\342\200\231s Kentfield campus. Hours of operation are Monday to Thursday from 7:45AM \342\200\223 5:30PM and Friday from 7:45AM-4:00PM in Rooms 113 and 117. LPA inspected Rooms 113 and 117 for health and safety hazards with Director. LPA observed a variety of age-appropriate toys that are in good condition. Classrooms have a Block Area and Science Area to encourage free play and imagination. There were also spaces for eating, rest and relaxation, and other activities. Age-appropriate furniture was observed to be maintained in good condition, free of sharp, loose or pointed parts. LPA observed electrical outlets in classrooms to be made inaccessible with child safety covers. Facility is equipped with multiple fire extinguishers, first aid kits, and a fire alarm system. Per Director, the facility\342\200\231s air filtration system has built-in carbon monoxide detectors. Chemicals, poisons, and cleaning solutions have been made inaccessible to children. LPA observed cabinets and drawers in classrooms to be free of poisonous materials. Storage for children's belongings are located inside the classroom, labeled with their names and pictures. Continued on Page Two Page Two Restrooms for children's use were observed to be in working condition. LPA observed children's restroom to have age-appropriate toileting equipment and hand washing materials. LPA tested the bathroom sinks and the water temperature did not go past 120 degrees Fahrenheit. Per Director, parents provide diapers and LPA observed them to be appropriately stored. Complete first aid kits are stored on a high shelf in the bathroom. Children sleep on cots. Sheets are provided by the facility while blankets are provided by families. Per Director, the facility launders all linen weekly. LPA observed children\342\200\231s bedding to be individually stored so that no child\342\200\231s used bedding comes into contact with other bedding. The facility wipes and sanitizes cots weekly as well. The facility provides a food service that includes breakfast, lunch, and afternoon snack. Food menus are posted by the front entrance and in classrooms. Drinking water is supplied by a vendor and given to children in paper cups as needed. Children are also able to use the drinking water fountains when playing outdoors. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). This facility was constructed after 2010 and therefore is not required to test its fixtures for lead. With Director, LPA inspected the outdoor area for health and safety hazards. Outdoor area is fully enclosed and fully fenced. There are separate fenced off zones for children to play in and to ensure supervision. Swings and play structures have woodchips underneath to cushion falls. Trees and structures provide shade for children to rest under as well. Age-appropriate toys and equipment were observed to be in good condition. There is a sandbox that has a cover on when not in use to prevent debris and loose articles from falling in. LPA did not observe any pools, spas or bodies of water on site. Continued on Page Three Page Three Licensing documents are properly posted and available for review by the front entrance and in classrooms. The facility conducts emergency disaster drills that are documented and maintained. The last disaster drill conducted was on October 16, 2025. The facility utilizes an electronic sign in/out record via an electronic application. LPA observed children present to be appropriately signed in during today's visit. Per Director, all parents and guardians have unique identifiers to sign children in and out. LPA reviewed 6 random children's records. Children's files were observed to be complete and included emergency information and consent for emergency medical authorization. LPA reviewed 5 staff files and observed them to be complete. There is at least one staff member with current pediatric CPR/First Aid training. Staff files also include a current Mandated Reporter certification. Student teacher\342\200\231s files were complete with their health screening and tuberculosis clearance. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. No deficiencies were issued during today\342\200\231s visit, October 20, 2025. A notice of site visit was given and must remain posted for 30 days. Appeal rights were provided and explained.
