What the inspector wrote

On April 18, 2025, Licensing Program Analysts (LPAs) Leong and Tran conducted an unannounced annual visit. LPAs met with Director Marion Rollins and explained the purpose of the visit. Nineteen infants and eight staff members (including the director) were present at today's visit. LPAs reviewed the electronic app where parents sign their children into the facility and found all signatures were accounted for. LPAs confirmed that each of the eight staff members had obtained a criminal record clearance from the California Department of Social Services. The facility is within capacity limits and meets the required ratios for today's visit. LPAs found that all necessary documents were displayed on the bulletin board. This includes the facility license, Child Passenger Restraint System Poster, Notifications of Parents\342\200\231 Rights, Emergency Disaster Plan, and Personal Rights. The most recent emergency disaster drill took place on June 6, 2024, and it was documented. LPAs reviewed the emergency disaster drill log and found that it was not conducted every six months. Therefore, the facility will receive a technical violation. The facility has a first aid kit, a combo smoke/carbon monoxide detector, and two fire extinguishers. LPAs inspected the indoor and outdoor areas for health and safety hazards. The facility was clean, safe, and well-maintained. Disinfectants, cleaning solutions, and toxic substances were stored in locations inaccessible to children. All accessible cabinets and drawers in the classrooms were free of hazardous materials. See Page 2 Page 2 LPAs observed that the classrooms had toys, furniture, and learning materials suitable for the children's age. There were storage areas for each child, labeled with their names. The facility also installed child safety covers on electrical outlets to ensure the safety of children. The facility included two diaper-changing tables within arm\342\200\231s reach of a sink. The outdoor playground has a fence that is at least four feet tall. The play equipment is in good condition and does not have sharp, loose, or pointed parts. Children's water bottles were observed in the facility. There are no pools, spas, or bodies of water on the property. The director said that the facility does not provide food for the children. Families are asked to bring lunches for their children, but the facility provides snacks. The director also mentioned that none of the enrolled children have documented allergies. The facility provides cots and playpens for children to rest or nap. LPAs found that each child has sheets and blankets. The infant mattresses are firm and have properly sized sheets. All playpens are well-maintained and do not have loose items that could be unsafe. The facility provides blankets and sheets for its children. The director said that the facility washes the blankets and sheets weekly. LPAs reviewed five children's files and confirmed that three files contain emergency identification information and required immunizations. C1's admissions agreement and C3's LIC 701 form were missing from their files. LPAs also reviewed five children\342\200\231s sleep check records for the two children under two years old and found them complete. LPAs reviewed the files of five staff members and confirmed that their records were complete. None of the staff members had current Pediatric First Aid and CPR certifications. LPAs found that two staff members completed twelve Early Childhood Education (ECE) units. This qualifies them to work as teachers. The other staff members are teaching aides or assistants. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. See Page 3 Page 3 CCC did not complete testing prior to their deadline. Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPAs discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPAs also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. At 5:30 p.m, the director, Marion Rollins, had to leave the facility. Today's report and the facility's appeal rights were left in the facility's mailbox.
