What the inspector wrote
On May 1, 2026, at approximately 9:30AM, Licensing Program Analyst (LPA) Nicole Tran conducted an unannounced, annual inspection and met with Director, Marion Rollins. LPA disclosed the purpose of the visit and was granted entry into the facility by Director. Present during the inspection was Director, 6 staff, and 20 infants. Hours of operation are Monday to Friday from
8:00AM to 5:00PM.
LPA inspected all childcare areas for health and safety hazards with Director. LPA observed a variety of age-appropriate toys that are in good condition. Rooms have toys that encourage auditory, visual, and tactile stimulation. Age-appropriate furniture was observed to be maintained in good condition, free of sharp, loose or pointed parts. Storage for children's belongings are located near the front entrance, labeled with their names.
LPA observed electrical outlets in classrooms to be made inaccessible with child safety covers. Facility is equipped with multiple fully charged fire extinguishers, first aid kits, smoke/carbon monoxide detectors, and a fire alarm system. Chemicals, poisons, and cleaning solutions have been made inaccessible to children.
Restroom for children's use were observed to be in working condition. LPA observed children's restroom to have age-appropriate toileting equipment and hand-washing materials. There is a changing table in the bathroom and another one in the outdoor area. Per Director, parents provide diapers and the facility provides wipes. LPA observed them to be appropriately stored.

Children sleep in pack and plays and on cots. There is a dedicated nap room for infants who sleep in pack and plays. Sheets and blankets are provided by the facility. Per Director, the facility launders all linen daily.
Children eat in the Kitchen in a feeding table, feeding chairs, and high chairs. The facility provides morning snack and families provide lunch and afternoon snack. Drinking water is available from a filtered water pitcher and given to children in cups. Per Director, a thermos and cups are brought out for children during outside play time. Per Director, there are no currently enrolled children that require prescription medication.
CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018
, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section
1597.16

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (

LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in

With Director, LPA inspected the outdoor area for health and safety hazards. Outdoor area is fully enclosed and fully fenced. There are a variety of toys and outdoor equipment for children. Play structures and slides have rubber mats underneath to cushion falls. Trees and structures provide shade for children to rest under as well. Age-appropriate toys and equipment were observed to be in good condition. There is a sandbox that has a cover on when not in use to prevent debris and loose articles from falling in. Per Director, the sandbox is inspected daily. LPA did not observe any pools, spas or bodies of water on site.
Licensing documents are properly posted and available for review by the front entrance. The facility conducts emergency disaster drills that are documented and maintained. The last disaster drill conducted was on April 16, 2026. The facility utilizes an electronic sign in/out record via an electronic application. LPA observed children present to be appropriately signed in during today's visit.
LPA reviewed 5 random children's records. Children’s files were complete and included their consent for emergency medical authorization. LPA reviewed 5 staff files, and all contained their tuberculosis clearance. All staff have current pediatric CPR/First Aid training and criminal record clearance.
Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
No deficiencies were issued during today’s visit, May 1, 2026. Appeal rights were provided and explained.
A notice of site visit was given and must remain posted for 30 days.
