What the inspector wrote

On 5/20/2024, at approximately 10:35AM, Licensing Program Analyst (LPA) Jonathan Tse conducted an unannounced annual visit at the facility. LPA met with Director Kira Rivera (D1). LPA explained the purpose of the visit. The facility is a combination preschool/infant center. The infant center is licensed under facility #214005505. There are currently no preschool age children present. Present during the visit was D1. LPA inspected the facility for any health or safety hazards. LPA observed the facility to be in clean and orderly condition. There is a fully charged 2A10BC fire extinguisher present. There is an operational carbon monoxide detector. There is a fire alarm system running throughout the facility. Emergency exit routes are posted and accessible for review. Poisons, cleaning detergents, and other chemicals are stored inaccessible. The facility operates in the “Children’s House” room. LPA observed age-appropriate toys and learning materials to be available. Furniture is age-appropriate and free of rough or sharp edges. There is water available that is provided from a non-contaminating fixture. Snacks are offered by the facility and children will bring lunch from home. Cots are available for napping purposes. The facility will provide bedding for children in care. Bedding is washed by the facility once a week. There are three toilets and three handwashing sinks in the Children’s House that were observed to be operational. LPA observed the outdoor play area to be free of debris and other loose articles. There is resilient padding in the form of woodchips and artificial turf. LPA observed equipment to be age-appropriate and in good repair. LPA advised that preschool-age children shall not co-mingle with other age groups. There are no pools or other bodies of water in the facility. Continued on Page Two Page Two LPA reviewed one staff file and facility records. Children’s files were not reviewed today as there are no children currently enrolled. D1 has current Pediatric First Aid/CPR training. D1’s Mandated Reporter Training is current. All required postings were posted and available for review. The facility had tested all fixtures for lead under facility #214005505 prior to reopening in April 2024. Lead sampling was conducted on 3/22/2024. There are no exceedances of lead in the facility’s fixtures. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Licensee [or facility representative] was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies were cited during today’s visit on 5/20/2024. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility representative Kira Rivera.
