What the inspector wrote

On February 20, 2026, Licensing Program Analyst (LPA) Van conducted an annual inspection and met with the Director, Christoper Li. The purpose of the inspection was explained, and LPA was granted entry to the facility. This is a combination center licensed for both preschool and infant programs. During today\342\200\231s visit, the inspection focused on the infant program. Eight teachers were supervising 18 infants. The facility met the staff-infant ratio requirements today. The days and operations hours are Monday - Friday from 7:30 a.m. to 6:00 p.m. All staff present during the inspection had their criminal records verified through the CDSS Guardian Background Check site and were found eligible. Along with the director, LPA toured and inspected the physical plant to identify potential health and safety hazards. The infant operates in rooms #3 and #4. Both classrooms were observed to be clean and to have proper heating, lighting, and ventilation. The classrooms are well-stocked with appropriate age toys and educational materials. The furniture is sturdy and well-maintained, and soft cushioning was placed in the infant activity areas. The center has multiple carbon monoxide detectors, a central smoke alarm system linked to the fire department, a fully charged 3A 40 BC fire extinguisher, and functioning telephones. All cleaning products and disinfectants are kept out of the reach of children. LPA observed that each child has an individual cubby. All emergency equipment is secure. The center provides Incidental Medical Services. Upon reviewing children's medications, it was found that they were stored securely, inaccessible to children, in their original containers, unaltered, with parental consent. Continued on page 2. page 2. There is a designated area where infants can rest or nap without distraction or disturbance. The area is equipped with sufficient sleeping equipment and cots for each child, and all mats and bedding are stored in their designated locations. LPA reminded the director that emergency exits must always remain clear and that cots and cribs cannot be placed in a way that obstructs them. No baby walkers were observed during the inspection. However, LPA noted that there were four baby bouncers in each infant classroom. LPA informed the director that baby bouncers are not permitted. The director promptly removed the bouncers and stated that, in the future, this equipment will not be used with infants. The center is currently utilizing an electronic sign-in and sign-out application called SmartCare. Upon review, it was confirmed that all parents signed in, and the children\342\200\231s headcount confirmed everyone was signed in. A separate bathroom is available for staff use on the premises. According to the director, there are no pools, spas, or bodies of water on the premises. Furthermore, the director stated that the center has no guns or weapons on site. Per the director, the family provides food, formula, disposable diapers, and wipes for their infant. The facility has a designated changing table, equipped with at least 1" thick padding and covered with disposable paper. The changing tables have at least 3" elevated edges to prevent accidents. The changing table was located within arm's reach of the sink, and disposable wipes were used to clean the area after each use. The director has been reminded that the diaper changing area and sink must be reserved for their intended use only, not for food preparation or as a counter to store classroom activities or teacher resources. The infant's food items were inspected, and it was confirmed that all bottles were labeled with the infant\342\200\231s name. Furthermore, the bottles were securely stored in the refrigerator at the appropriate temperature to maintain safety and freshness. Per the director, all bottles, nipples, and other infant food-service items are returned to the family at the end of the day for cleaning. Continued on page 3. page 3. The infant program has an outdoor waiver from the Department, allowing a maximum of 5 infants on the playground at any time, and uses only infant areas #1 and 2. The infant\342\200\231s outdoor area was observed surrounded by plastic baby gates and separated from the preschool program. The outdoor play area is well-maintained, clean, and free of debris. Additionally, all play structures have soft artificial turf underneath to prevent accidental falls. LPA reminded the Director to ensure that drinking water is readily available to the children. The fifteen-minute infant logs were reviewed. The records consistently document the 15-minute increment check with staff initial, times, and dates. LPA reminded the director to ensure the logs include the infant's full name, and LPA also recommended indicating and logging when an infant is off or on vacation. LPA also reminded the licensee to keep at least 30 days of logs for review during the annual inspection and to retain the records for 3 years. LPA reviewed the personnel and children's records at the facility. A sample of children's files contained complete information, including medical assessments, needs, services, feeding plans, and signed admission agreements. The staff members' files have proof of educational credentials. All staff have proof of vaccination for Measles, Pertussis, and Influenza in their files, and have up-to-date mandated reporter training certificates. The director has a valid Pediatric First Aid/CPR certification valid until 1/22/2027; however, the CPR is not EMSA-certified. LPA informed the director to complete another CPR class that is EMSA-certified. The facility posted the required documents, including the license, waivers, notifications of parental rights and personal rights, the car seat law, and the emergency disaster plan. The director stated that fire and earthquake drills are conducted monthly, with the most recent drills completed on 2/12/2026. Continued on page 4. page 4. The director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. CCC WAS BUILT AFTER 2010. FACILITY IS EXEMPT FROM LEAD WATER TESTING: For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes the IMS must be submitted to the Department. The director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. LPA discussed AB1207, the Child Abuse Mandated Training, with the director. As of January 1, 2018, all staff must complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com . Continued on page 5. page 5. Pesticide regulations were discussed with the director. In accordance with the Healthy Schools Act, California law requires that anyone using any pesticide must be trained every year in integrated pest management and the safe use of pesticides around children. The director was advised that a free one-hour online course is available on the Department of Pesticide Regulation's website: www.cdpr.ca.gov/schoolipm/training . No deficiencies were cited today. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted; the report was reviewed with the director, Christopher Li.
