What the inspector wrote

On 7/1/2024, Licensing Program Analyst (LPA) Hanson Leong conducted an unannounced annual visit to the Child Care Center (CCC) listed above. LPA met with the Director, Jenine Gallardo, and explained the purpose of the visit. The preschool program did not have any children present. The facility is currently closed for the summer break. LPA observed that all required documents, such as the facility license, waivers, parental and personal rights notifications, car seat laws, emergency disaster plan, and daily activities schedule, were displayed in a prominent, publicly accessible location. According to the director, the most recent emergency disaster drill took place on 5/2024. LPA reminded the director to complete and properly record them every six months. LPA conducted an inspection for potential health and safety hazards and found the center\342\200\231s interior to be clean, safe, and well-maintained. According to the director, the children are required to bring their own food and snacks. LPA reminded the director about the importance of the child\342\200\231s container being labeled with the child\342\200\231s name and properly stored or refrigerated. The CCC was observed to have a first aid kit, functioning smoke and carbon monoxide detectors, and a fully charged fire extinguisher. LPA observed that the CCC was equipped with age-appropriate toys, furniture, and educational materials, and electrical outlets were observed to be properly covered. The bathroom was found to be clean and fully operational. The toilets and handwashing facility were well-kept, safe, and clean. See Page 2 Page 2 All accessible cabinets and drawers in the classrooms were found to be free of hazardous materials or poisons. Disinfectants, cleaning solutions, poisons, and other items that could pose a danger were stored under the sink cabinet with a child safety lock and were inaccessible to the children. No children's records were reviewed today. LPA discussed the Entrance Checklist for CCC with the director. LPA also discussed the required forms for children in care and suggested that the director review all children's records to ensure compliance . No files staff files were reviewed today. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. CCC did complete the lead water testing before the deadline, however it was completed from an out of state vendor. CCC did not complete testing prior to their deadline. LPA referred director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
