What the inspector wrote

On November 20, 2025, Licensing Program Analyst (LPA) Leong arrived at the facility to conduct an unannounced annual inspection. LPA presented his state-issued identification card to Licensee Wendy Arthurs and explained the purpose of the inspection. During the inspection, the licensee and the licensee\342\200\231s son were providing care and supervision for two infants and three preschool-aged children. The facility was observed to be operating within licensed capacity and ratio requirements. Background check clearances have been granted by the California Department of Social Services (CDSS) for the licensee and the licensee\342\200\231s son, authorizing their presence in the facility. The facility operates Monday through Friday, from 8:30 AM to 5:30 PM. Licensing documents are posted on the bulletin board and available for review. Emergency disaster drills are conducted and documented, with the most recent drill completed on September 2, 2025. Childcare Areas: Ground Level: Living room, Kitchen, Bathroom, Front yard, and Office. Off-limits Areas: The entire upper level. The stairs\342\200\231 entrance to the upper level was observed with a child safety gate. The licensee understands that off-limits areas may not be used for childcare during business hours. The home environment was clean, well-ventilated, and maintained at a comfortable temperature. Age-appropriate furniture, toys, and learning materials were available and in good condition. Electrical outlets were secured with childproof covers. Hazardous items, including cleaning supplies and chemicals, were stored in areas inaccessible to children. See Page 2 Page 2 The home was equipped with a fire extinguisher, a first aid kit, and a combination smoke and carbon monoxide detector. The bathroom was clean and contained age-appropriate toileting equipment. The licensee confirmed that no firearms or weapons are stored on the premises. The backyard was fully enclosed by a secure fence and free of debris or hazardous materials. Outdoor play equipment was available and in good working condition. No pools, spas, or other bodies of water were observed on the premises. Parents provide food for their children, while the facility supplies snacks and fruits. The children\342\200\231s water bottles are refilled from the kitchen sink. Baby formula for one of the infants was brought pre-mixed and was found refrigerated. The licensee stated that no enrolled children currently have allergies. Lunch boxes and water bottles for each child were labeled with their names. The home was equipped with pack n\342\200\231 playards designated for children\342\200\231s naps. All sleep equipment appeared in good condition. Bedding is provided by the parents and laundered weekly. LPA reviewed facility records, including files for five enrolled children, the licensee, and the licensee\342\200\231s son. Records for the three children were complete and in compliance with licensing requirements. Two children\342\200\231s records were missing one or more licensing forms, and the LPA reminded the licensee that the children\342\200\231s records must contain all licensing forms, resulting in technical violations. Infant sleep logs of the two infants were available for review and were found to be complete. The licensee\342\200\231s and the licensee\342\200\231s son's records were found to be complete. Both the licensee and the licensee\342\200\231s son possess current certifications in Pediatric CPR and First Aid, as well as Mandated Reporter Training. Two other staff members' mandated reporter training certificates were reviewed, and one was found not to have completed her training, resulting in a technical violation. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Wendy Arthurs, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
