What the inspector wrote

On 8/25/2025, at approximately 10:15AM, Licensing Program Analysts (LPAs) Nicole Tran and Jonathan Tse conducted an unannounced annual inspection visit. LPAs met with licensee, Pamela Arguedas Pasara (L1), and explained the purpose of the visit. Present during the visit was L1, three adult residents, four infants and one preschool age child. The facility\342\200\231s operating hours are Monday to Friday from 7:30AM \342\200\223 5:30PM. Daycare Areas : Living Room, Dining Room, Backyard side (currently not in use and is enclosed by a wooden fence) and Bathroom #1 (currently not in use) Off Limit Areas : Kitchen, Family Room, Bedroom #1, #2 and #3, Garage and half of the backyard LPAs inspected the facility for health and safety hazards with L1. LPAs observed that all non-grounded electrical outlets have been secured with covers or made inaccessible by furniture. Off-limit areas are secured with childproof gates. Poisons, chemicals, and cleaning solutions are stored inaccessible to children in care. LPAs tested and verified the functionality of a carbon monoxide and smoke detector. There is a fire alarm present and a fully charged 2A10BC fire extinguisher. LPAs observed the living room to have a variety of age-appropriate toys and equipment. There are carpets to cushion the ground for any falls. Furniture is in good repair and is free of loose, sharp, and rough edges. LPAs observed pack-and-plays for children to sleep in. Per L1, families provide pack-and-plays and linen from home. Linens are taken back once a week for cleaning. Continued on Page Two Page Three LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies were cited during today\342\200\231s visit on 8/26/2025. See LIC 9102-TV for technical violations issued today regarding children\342\200\231s files, CPR/First Aid training, and infant safe sleep. See LIC 9102-TA for technical assistance given today regarding maintaining infant sleep logs. A notice of site visit was given and must remain posted for 30 days. Appeal rights were provided and explained. Exit interview conducted and report was reviewed with the licensee, Pamela Arguedas Pasara. Page Two In the outdoor activity space, LPAs observed age-appropriate toys and equipment. There is a section with artificial turf. Per L1, they are not using the outdoor space for currently enrolled children at this time. There are no swimming pools or other similar bodies of water on the premises. Per L1, there are no firearms or weapons at the facility. Per L1, the facility provides lunch and snacks to children. Currently enrolled children do not have any allergies or medications. Drinking water is readily available from water filter dispensers as needed. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPAs reviewed four children\342\200\231s files and facility records. Three out of four children\342\200\231s files were observed to not have Notification of Parents\342\200\231 Rights (LIC 995A). All required postings were available for review. All adults living in the home have been associated to the facility and have criminal record clearance. The last emergency drill was conducted on March 18, 2025. LPAs reminded L1 that emergency drills are to be conducted at least once every six months. LPAs observed that L1 had taken a pediatric CPR/First Aid course that was not Emergency Medical Services Authority (EMSA) certified. LPAs reminded L1 that pediatric CPR/First Aid courses must be taken by an EMSA approved training program. Continued on Page Three
