What the inspector wrote

Licensing Program Analyst (LPA) Marie Rodriguez conducted a scheduled pre-licensing inspection and met with Applicant Magda Bachakashvili. Co-Applicant Natella Shtern arrived a short time later. Applicant has an active license at location for a preschool program with a toddler component under license #214005495. Applicant is requesting a capacity of nine infants (ages birth to 24 months old). The facility will operate from Monday to Friday 7:30am to 5:30pm. The designated director is Magda Bachakashvili. The facility was inspected today, indoor and outdoor, for health and safety hazards and measured to calculate capacity. Indoor : Total useable indoor square footage is 353.52 sq ft divided by 35 sq ft equals 10 children . There is a sink and a changing table in the classroom. Applicants have requested to increase the capacity to 10 infants. A revised LIC 200A application with the updated requested capacity was received during inspection. Classroom is observed today to be clean, safe, and in good repair. All furniture, toys, and equipment are observed to be age appropriate and in good condition. There is storage space for children's personal belongings and mats to be utilized for older infants. There is a changing table with a sink located next to it. Cribs are assigned for each infant. Mats will be cleaned at every evening or more often if needed. Children will bring a blanket and sheet from home. Bedding will be sent home at the end of each week to be laundered. Classroom is equipped with a fire extinguisher and smoke and carbon monoxide detectors. Garbage cans have tight-fitting lids. First aid kit and emergency supplies are inaccessible to children. The facility is adequately ventilated and free of insects and bugs. There are two bathrooms located outside of the infant classroom with a sink and two toilets in each bathroom. The bathrooms were observed to be clean and with no health and safety hazards. Sinks accessible to children deliver water that is no warmer than 120 degrees. There is a separate bathroom for staff usage. The facility will provide a pitcher with water to replenish reusable water bottles provided by parents to drink water indoors and and outdoors. All toxins and other hazardous items will be stored in high cabinets in the classroom and will be inaccessible to children. Isolation of ill children will be in the office and the staff bathroom will be used for an ill child. For food service, facility will only provide morning and afternoon snacks for infants 12 months and older. Older infants will bring their lunch. Snack menu is posted on bulletin board. For infants under 12 months old, parents will provide facility with the required amount of bottles to feed the infants to prevent cross contamination due to the pandemic. Required postings were observed during today's inspection. Outdoor: The outdoor areas measure a total of 526.30 sq ft. divided by 75 sq ft. equals 7 children . The applicants have submitted a request for a rotational use of outdoor space waiver. Outdoor area is observed to be clean, safe and equipped with toys and equipment for appropriate for infant children. Shade is provided through an awning over the outdoor space and by trees. Infant program has a designated part of the outdoor area separate from the preschool program. Infants will not commingle with other classrooms. LPA will approve infant center license once fire clearance has been granted and STD 850 has been received by the fire inspector. LPA will send an updated STD 850 with the increased capacity to 10. Fire clearance inspection was conducted in October 2022. Applicants were reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with applicants and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicants of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
