Inspector’s narrative

What the inspector wrote

On March 7, 2025 Licensing Program Analyst (LPA) Garcia made an unannounced case management visit to add classroom space and increase capacity and met with Director, Magda Bachakashvili. The Department received an application with Emergency Disaster Plan and sketches from the director requesting to replace the preschool room into an infant room and increase the capacity from 10 to 20. There were 9 children and total of 5 teachers present in the facility. During the inspection, the facility was inspected for health and safety hazards. Indoor space for the new room is equal to 602 sq. ft. divided by 35 sq. ft. and is sufficient for up to 17 children. The Licensee have requested to increase the capacity to total 20 infants within the license. The sleeping area was not included as part of the indoor activity space. LPA observed a changing table in the room with a sink within reach. The classrooms has a centralized fire alarm, a smoke and carbon monoxide detector, and a fully charged fire extinguisher. The facility has age appropriate toys, furniture, and equipment available for children. There are storage spaces for children's personal belongings located inside the classroom. There are two bathrooms located outside of the infant classrooms with a sink and two toilets in each bathroom. The bathrooms were observed to be clean and with no health and safety hazards. There is a separate bathroom for staff usage. The new additional outdoor space for the infant children is adjacent to the classrooms. The initial outdoor area for infants with a capacity of 7 is still usable. The new additional outdoor area measure at 1025 square feet divided by 75 sq. ft. to a total of 13 children. LPA observed that the yard consists of small benches and play structures/slides for outdoor activity. Based on record review and interview with director, the capacity increase is under the infant license (214005628) and LPA advised the facility to send an application to decrease the total capacity in the preschool license (214005495) from 51-41 to compensate for the capacity increase under the infant license. Per director, they also plan to increase the toddler component in the preschool license from 8 to 14 children. The fire inspection has been completed on February 3, 2025 and received at the RO on the same day. As of today's date, the room addition and capacity increase from 10 to 20 total infant children has been granted by the department. No deficiencies are cited today under the California Code of Regulations, Title 22, Division 12. Notice of Site Visit is provided and must remain posted for 30 days. A copy of the report was reviewed and discussed with the Director, Magda Bachakashvili. The report will be emailed to the facility due to printer malfunction, verification of receipt is required.
