What the inspector wrote
On October 22, 2025 at approximately 9:45AM, Licensing Program Analysts (LPAs) Nicole Tran and Nathan Garcia conducted an unannounced, annual inspection. LPAs met with Director (D1), Savannah Ranger, and explained the purpose of the visit. Licensee (L1), Magda Bachakashvili, later joined the visit. Present during the visit was D1, L1, 7 staff and 20 infants.
The facility is an infant program operating onsite with a preschool license (#214005495). The infant program operates in Classrooms 5 (for ages 4 to 12 months) and 6 (for ages 12 to 20 months). The infants\342\200\231 outdoor play area is Yard A and Yard D. The facility is in the process of having an outdoor rotational waiver to have Yard A also be accessible to toddlers from their preschool program. Infants and toddlers will have a rotational schedule to ensure they are not outdoors at the same time.
With D1 and L1, LPAs inspected Classrooms 5 and 6 for health and safety hazards. LPAs observed electrical outlets in classrooms to be made inaccessible with child safety covers. Facility is equipped with multiple fire extinguishers, first aid kits, carbon monoxide detectors, and a fire alarm system. LPAs tested and verified the functionality of the carbon monoxide detectors. Chemicals, poisons, and cleaning solutions have been made inaccessible to children.
LPAs observed a variety of age-appropriate toys that are in good condition. Classrooms have rugs and soft cushioning for infants to play and rest on. Age-appropriate furniture was observed to be maintained in good condition, free of sharp, loose or pointed parts. Storage for children's belongings are located inside the classroom and are labeled with their names.

Children sleep in cribs and on mats depending on their needs. Families provide sheets and bring them home weekly to wash. LPAs reviewed sleep logs and found them to be complete with staff\342\200\231s initials and timestamps. In Classroom 6, LPAs observed three infants napping behind a curtain and moveable partition. LPAs reminded D1 and L1 that children shall always be supervised, which includes visual observation.
The restroom for children's use was observed to be in working condition. LPAs observed children's restroom to have age-appropriate toileting equipment and hand washing materials. The restroom and classrooms also had a changing table within arm\342\200\231s reach of a sink. Per D1, parents provide diapers.
The facility provides a food service that includes morning and afternoon snack. Food menus are posted by the front entrance. Families provide lunch and LPAs observed children\342\200\231s food containers to be labeled with their names. LPAs observed children\342\200\231s water bottles and milk bottles to be labeled with their names. Water bottles are refilled from sinks with a Brita filter attachment.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
With D1 and L1, LPAs inspected the outdoor area for health and safety hazards. The outdoor area for infants is called Yard A. LPAs observed the ground to be covered in artificial turf to cushion falls. Trees provide shade for children to rest under. Age-appropriate toys and equipment were observed to be in good condition. LPAs did not observe any pools, spas or bodies of water on site.

Licensing documents are properly posted and available for review by the front entrance. The facility utilizes paper sign in/sign out sheets. LPAs observed children present to be appropriately signed in during today's visit.
LPAs reviewed 5 random children's records. Children's files were observed to be complete and included emergency information and consent for emergency medical authorization. LPAs reviewed 5 staff files and all include a current Mandated Reporter certification. There is at least one staff member onsite with current pediatric CPR/First Aid training.
Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and
administrative records.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
No deficiencies were cited during today\342\200\231s visit, October 22, 2025.
See LIC 9102-TV for a technical violation issued today regarding supervision during nap time.
A notice of site visit was given and must remain posted for 30 days. Appeal rights were provided and explained.
