What the inspector wrote

On 9/27/2024, at approximately 9:55AM, Licensing Program Analyst (LPA) Jonathan Tse conducted an unannounced annual visit at the facility. LPA met with Director, Cathleen Burns (D1), and explained the purpose of the visit. Present during the visit was D1, seven staff members, and 16 preschool age children. The facility is operating within capacity and ratio requirements on this day. The facility operates from 8:00AM to 4:00PM. LPA and D1 inspected the facility for any health or safety hazards. The facility is equipped with fully charged 2A10BC fire extinguishers. There are carbon monoxide detectors present in each classroom that are operational. There is a fire alarm system running throughout the facility. There are smoke detectors present. Electrical outlets are covered or blocked by furniture when not in use. Poisons, cleaning detergents, and other chemicals are stored inaccessible to children in care. There are temperature and ventilation controls available for the comfort and safety of children in care. LPA observed there to be age-appropriate toys and learning materials present in each classroom. Furniture is age-appropriate and free of rough or sharp edges. The facility provides mats for children to nap on. Children bring bedding from home and take it back once a week for cleaning. Mats are wiped down once a week. Children bring snacks and lunch from home. The facility has extra snacks available in case children do not bring their own. An optional hot lunch is provided by the facility on Thursdays and Fridays. Water bottles are brought from home and refilled at the facility from a non-contaminating fixture. Evacuation routes and maps are posted in each classroom. Emergency exits are clearly marked and visible. There are four toilets that were observed to be operational. There are operational handwashing sinks that are available for children to use. Continued on Page Two Page Two LPA observed the outdoor play area to be free of debris and other loose articles. It is enclosed by a fence that is at least four feet high. LPA observed a sandbox to be present. D1 stated that the sandbox is checked daily, and the outdoor play area is cleaned once a week. There are age-appropriate toys and equipment available for children to use. Shade is provided from the building or trees adjacent to the play area. Water bottles are brought outside so that children have access. There are no pools or other similar bodies of water present in the facility. Per D1, there are no firearms or weapons stored in the facility. LPA reviewed five staff files, six children\342\200\231s files, and facility records. There is at least one staff member present with current Pediatric First Aid/CPR training. Staff have completed Mandated Reporter Training. Immunizations and qualifications are available for review. LPA observed all children\342\200\231s files to be complete. Medications and food allergies are properly documented and available for review. Children are signed in and out with the Brightwheel app. LPA observed all required postings to be posted and accessible for review immediately upon entry to the facility. The last emergency drill was conducted in 3/2024. The facility was closed for the summer and will conduct an emergency drill due to the beginning of the school year. Based on record review, LPA confirmed that the facility tested its fixtures for lead on 4/3/2024, 190 days after the facility license was issued. LPA informed D1 that the lead testing requirement for child care centers licensed after July 1, 2022 is to test fixtures for lead 180 days after licensure. The facility had found no exceedances of lead in any of the fixtures tested. LPA informed D1 that a deficiency would be cited and cleared the same day of the visit. D1 stated that they understood. The facility is in compliance with lead testing requirements as of today, 9/27/2024. Continued on Page Three Page Three Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Appeal rights were provided and explained to D1. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Director, Cathleen Burns.
