What the inspector wrote

On April 18, 2025, Licensing Program Analysts (LPAs) Tran and Leong conducted an unannounced annual visit. LPAs met with Site Supervisor Monika Echandy (S1) and Director Jennifer Bradshaw (S2) and explained the purpose of the visit. Twenty pre-k children and five staff members (including the director) were present at today's visit. LPAs reviewed the electronic app where parents sign their children into the facility and found all signatures were accounted for. LPAs confirmed that each of the five staff members had obtained a criminal record clearance from the California Department of Social Services. The facility is within capacity limits and meets the required ratios for today's visit. LPAs found that all necessary documents were displayed on the wall by the front door. This includes the facility license, waiver, Child Passenger Restraint System Poster, Notifications of Parents\342\200\231 Rights, Emergency Disaster Plan, and Personal Rights. The most recent emergency disaster drill took place on March 25, 2025, and it was documented. LPAs reviewed the emergency disaster drill log and found that drills are conducted at least once every six months. The facility is equipped with a first aid kit, a combo smoke/carbon monoxide detector, 2 fire extinguishers, and an emergency kit. LPAs inspected the indoor and outdoor areas for health and safety hazards. The facility was clean, safe, and well-maintained. Disinfectants, cleaning solutions, and toxic substances were stored in locations inaccessible to children. All accessible cabinets and drawers in the classrooms were free of hazardous materials. (see Page 2) Page 2 LPAs observed that the classrooms had toys, furniture, and learning materials suitable for the children's age. There were storage areas for each child, labeled with their names. The facility also installed child safety covers on electrical outlets to ensure the safety of children. The bathroom was clean, fully functional, and equipped with the necessary sanitation supplies. The outdoor playground has a fence that is at least four feet tall. The play equipment is in good condition and does not have sharp, loose, or pointed parts. There are no pools, spas, or bodies of water on the property. LPAs observed that children brought their own water bottles. The director said that the facility does not provide lunch for the children. Families are asked to provide lunches for their children. The facility provides snacks for the children. The director also mentioned that one of the enrolled children has a documented allergy. The child\342\200\231s medication is properly labeled with the prescription label and is stored in the kitchen cabinet. The facility provides sleeping mats for children to rest or nap on. LPAs found that each child has blankets and sheets that were provided by their families. The blankets and sheets are taken home by the parents once a week to be washed and brought back to the facility. LPAs reviewed the files of five children and confirmed that each file contains emergency identification information and required immunizations. LPAs reviewed the files of five staff members. Out of five staff members, three had current Pediatric First Aid and CPR certifications, while two did not. The facility had at least one staff member on-site with a current Pediatric First Aid/CPR certification, which meets the childcare regulations. LPAs found that all five staff members have completed twelve units in Early Childhood Education (ECE). This qualifies them to work as teachers. LPAs observed that one of the staff members did not have a completed LIC 503 form. Therefore, the facility will receive a technical violation. (see Page 3) Page 3 Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPAs discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPAs also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services \342\200\223 IMS. LPAs reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP.
