What the inspector wrote

On 10/15/2024, Licensing Program Analyst (LPA) Hanson Leong conducted an unannounced case management visit and met with the Licensee, Genisis Aguilar. The licensee requested a visit from the department because she applied for a large Family Child Care Home license. Six children (three infants, one infant, and the two licensees' two children) and the licensee were present during the visit. The two licensees' children were ages three and seven. The licensee received criminal record clearance from the department. The licensee holds a small license and is within capacity limits and ratios for today\342\200\231s visit. The licensee has not obtained a signed Property Owner/Landlord Consent form (LIC9149). Without this consent, the applicant understands that, once licensed, they can operate with a maximum capacity of 6 [or 12] children. If property owner/landlord consent is obtained in the future, the applicant is advised that a new Application for a Family Child Care Home License (LIC 279) must be submitted with a change of capacity fee of $25, to increase the capacity and provide care to 8 [or 14] children. LPA conducted inspections of the indoor and outdoor daycare areas to identify health and safety hazards. The indoor daycare areas were clean, orderly, and with age-appropriate toys, furniture, and educational materials. Adequate lighting and ventilation were present throughout the home. The home has a fully stocked first aid kit, smoke and carbon monoxide detectors, and a fully charged fire extinguisher. LPA observed that electrical power outlets were covered with child-safety covers, and cleaning products were stored out of reach or secured with child-safety locks. The licensee confirmed that no firearms or weapons were present on the premises. The backyard is enclosed by a fence and equipped with outdoor play equipment that is in good condition. The slide has grass under it to absorb falls. No pools, spas, or other bodies of water are on the premises. See Page 2 Page 2 LPA reminded the licensee of the capacity limits specified in the license, with a review of the limits for large and small family childcare homes. It was emphasized that when no assistant provider is present, the licensee must adhere to the capacity requirements for a Small Family Childcare Home, allowing for the care of up to eight children. LPA reminded the licensee of their obligation to be physically present and ensure continuous supervision of all children in care. In the event of temporary absence, arrangements must be made for a substitute adult to supervise the children, with absences not exceeding 20% of the facility's operating hours per day. LPA reminded the licensee that a licensee of a large family day care home shall ensure that at least one person who has a current certificate in pediatric first aid and pediatric cardiopulmonary resuscitation shall be available at all times when children are present at the facility, or when children are off-site of the facility for facility activities. LPA will not recommend a large FCCH license for the licensee until the San Rafael Fire Department issues a fire clearance for the home, which is a requirement for a large FCCH. A Notice of Site Visit was given and must remain posted for 30 days. Today\342\200\231s report was reviewed with the Licensee, Genisis Aguilar.
