What the inspector wrote

On 10/16/2025, Licensing Program Analyst (LPA) Jaclyn Naves conducted an unannounced annual visit and met with the Licensee, Dalia Chan Rosado. LPA explained the purpose of the visit to the licensee and was granted entry to the home. 2 children were present (2 preschool aged) and the licensee were present during the visit. The licensee has received criminal record clearance from the department. The licensee holds a large license and is within capacity limits and ratios for today\342\200\231s visit. 2 cats were present in the home, and according to the licensee, they are fully vaccinated. Licensee\342\200\231s hours of operation are Monday-Friday 6:00am-7:00pm. Licensee provides Saturday care from 7:00am- 4:00pm LPA observed that all required documents, such as the facility license, the Notification of Parental Rights, and the Earthquake Preparedness Checklist were displayed and visible to the public. The most recent emergency disaster drill was conducted on 9/17/2025, and the LPA observed that it was properly documented. LPA reviewed the emergency disaster drill log and found they were conducted at least once every six months. At approximately 10:16 AM The Great California Shakeout earthquake preparedness drill took place and licensee and children participated in doing drill. continued pg 2 >>>> page 2 Daycare Areas : Living Room, Dining Room, and Bathroom Off-limits Areas : Garage, Patio, Kitchen, and entire second level. All off-limits areas were equipped with child safety locks or a safety gate. The applicant understands that off-limits areas may not be used for childcare during business hours. LPA conducted inspections of the indoor daycare areas to identify health and safety hazards. The home has a fire extinguisher, a first aid kit, and several combo carbon monoxide and smoke detectors. LPA and licensee tested the Co2 smoke detectors and found them all to be functioning properly LPA found the home's interior clean and orderly, with proper heating and ventilation for safety and comfort. Disinfectants, cleaning solutions, poisons, and other hazardous items were stored in areas inaccessible to children. The bathroom was found to be clean and fully operational. The toilet and handwashing facility were well-kept, safe, and clean. The bathroom is equipped with appropriate toileting equipment and appropriate sanitation products. Licensee\342\200\231s home has a fireplace that is properly barricaded by a gate preventing access to children. LPA observed that the daycare area had age-appropriate toys, furniture, and educational materials. The home had permanent or portable storage space for the children\342\200\231s clothing and personal belongings. Electrical outlets were properly covered with child safety covers. According to the licensee, no firearms or weapons are on the premises. The licensee does not provide a meal plan for children in care parents bring their own food. Licensee does provide snacks. cont pg 3 >>>> page 3 Mats, cots, and a playpen are available for the children to rest or nap. The playpens are free of loose articles and materials. According to the licensee, she provides the sheets for the children and washes them weekly on Fridays. Licensee provides a transportation service for children in care. Licensee takes some children (older siblings) to school and other Preschool aged children to TK school and then does afternoon pick up as well. Licensee has signed permission slips in each child\342\200\231s file signed by parent for children to ride in her car. At approximately 10:47 Am LPA observed licensee to take a child to school and returned a short time later at 11:07am with just 1 child. LPA reviewed the 2 children\342\200\231s files and confirmed that the file was complete and included their emergency contact information, medical information and all required licensing forms. LPA reviewed the licensee\342\200\231s file and confirmed that all required forms were present. LPA found that the licensee possesses a current Pediatric First Aid/CPR certification, which expires on 4/2027. Licensee was reminded Mandated Reporter training certificate needs to be renewed every 2 years. Licensees expired in 8/25 and licensee said she will renew it this week and send LPA proof of completion. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. cont pg 4 >>>> page 4 Incidental Medical Services (IMS) policy was discussed. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on 9/30/2025.
