What the inspector wrote

On February 10, 2026, at approximately 11:00AM, Licensing Program Analysts (LPAs) Nicole Tran and Jonathan Tse conducted an unannounced annual inspection visit. LPA met with co-licensee, Lori Picardi (L2), and explained the purpose of the visit. Licensee, Terese Bradshaw (L1), later joined the visit at 12:00PM. Present during the visit was L1, L2, a helper, two infants, and six preschool age children. The facility\342\200\231s operating hours are Monday to Thursday from 9:00AM to 3:30PM and Fridays from 9:00AM to 12:30PM. Daycare Areas : Playroom (converted garage), Bathroom, and Backyard. Off Limit Areas : Entire rest of the home. LPAs inspected the facility for health and safety hazards with L2. LPAs observed all electrical outlets have been secured with covers or made inaccessible by furniture. Off-limit areas are secured with child safety gates. Poisons, chemicals, and cleaning solutions are stored inaccessible to children in care. Facility is equipped with a fully charged 2A10BC fire extinguisher, carbon monoxide and smoke detector, and a complete first aid kit. There is a fireplace in an off-limits area. LPAs did not observe any swimming pools or other similar bodies of water on the premises. Per L1, there are no firearms or weapons at the facility. LPAs observed the Playroom to have a variety of age-appropriate toys and equipment. There are tables for activities and crafts. Books and manipulatives are readily available for children. Furniture is in good repair and is free of loose, sharp, and rough edges. Children nap on mats and cots. Per L2, the facility provides linens and bedding for children and launders them weekly. Families can also provide their own linen. Continued on Page Two Page Two The Backyard is fully fenced and enclosed. Outdoor toys and equipment were observed to be in good condition. There are play structures with tanbark underneath to cushion falls. Grass is available for children to run and play on. A sandbox is available and per L2, it is checked daily for foreign objects. There is also a cover for the sandbox and an umbrella to provide shade. The facility provides a food service that includes lunch and morning/afternoon snacks. Per L2, currently enrolled children do not have any allergies or medications. Drinking water is readily available from a Brita filter pitcher as needed. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPAs reviewed five children\342\200\231s files and facility records. Children\342\200\231s records are complete and include their emergency information and consent for emergency medical treatment. All required postings were available for review in the Playroom. All adults living and working in the home have been associated to the facility and have criminal record clearance. The last emergency drill was conducted on January 5, 2026. L1 and L2 have current pediatric CPR/First Aid certification expiring this month, February 2026. Facility has current childcare liability insurance. LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Continued on Page Three Page Three Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
