What the inspector wrote
On November 19, 2025, at approximately 9:55AM, Licensing Program Analyst (LPA) Nicole Tran conducted an unannounced annual inspection visit. LPA met with licensees, Rosa (L1) and Carlos Garcia (L2), and explained the purpose of the visit. Present during the visit was L1, L2, one infant and two preschool age children. The facility\342\200\231s operating hours are Monday to Thursday from 7:30AM \342\200\223 5:30PM and Friday from 7:30AM \342\200\223 2:00PM.
Daycare Areas
: Playroom (garage converted into living space), Living Room, Dining Room, Bedroom #1 (for napping), Bedroom #2 (for napping), Bathroom #1, and Backyard.
Off Limit Areas
: Living Room, Kitchen, Master Bedroom, and Master Bathroom.
LPA inspected the facility for health and safety hazards with L1. LPA observed all electrical outlets have been secured with covers or made inaccessible by furniture. Off-limit areas are secured with child safety gates and locks. Poisons, chemicals, and cleaning solutions are stored high on shelves, inaccessible to children in care. LPA tested and verified the functionality of a duo carbon monoxide and smoke detector. Facility is equipped with two fully charged 2A10BC fire extinguishers and a complete first aid kit.
LPA observed the Playroom to have a variety of age-appropriate toys and equipment. There is a carpet to cushion the ground for any falls. Furniture is in good repair and is free of loose, sharp, and rough edges. Toys and books are rotated seasonally. Cubbies are available for children\342\200\231s personal storage and are labeled with their names.

Children nap in pack and plays and on mats as needed. Per L1, they provide linens and bedding for children and launders them as needed. All children have their own individual pack and play and linen. LPA observed 15-minute sleep logs for infants to be appropriately documented and logged.
Children can use Bathoom #1 and LPA observed it to be clean, in working condition, and to have age-appropriate toileting equipment. Accessible cabinets and drawers were free of chemicals and poisonous items. There is a changing table within hands reach of a sink in the Playroom. Diapers and wipes are provided by parents and LPA observed them to be individually stored. LPA observed the changing table to be disinfected and cleaned after each use. Trash cans with tight-fitting lids are located throughout the house and in the Backyard.
In the Backyard, LPA observed age-appropriate toys and equipment. There is grass and woodchips to cushion falls as children play. Playhouses and activity tables are in good condition. The house awning provides ample shade for children to rest and play under. LPA did not observe any swimming pools or other similar bodies of water on the premises. Per L1, there are no firearms or weapons at the facility.
Per L1, the facility provides breakfast, morning snack, lunch, and afternoon snack to children. All food is prepared and cooked by the facility. Currently enrolled children do not have any allergies or medications. Drinking water is readily available from water bottles as needed.

LPAs reviewed three children\342\200\231s files and facility records. Children\342\200\231s records included their emergency information and consent for emergency medical treatment. All required postings were available for review by the front door. All adults living in the home have been associated to the facility and have criminal record clearance. The last emergency drill was conducted on October 22, 2025. L1 and L2 both have current mandated reporter training and pediatric CPR/First Aid certification that expire in 8/2026.
LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
