What the inspector wrote

On May 7, 2026, at approximately 2:50PM, Licensing Program Analysts (LPAs) Nicole Tran and Brendon Van conducted an unannounced, annual inspection. LPAs met with licensee, Heidi Jaeger, and explained the purpose of the visit. Present during LPA’s visit included licensee and 5 children (2 infants and 3 preschool age children). Licensee is a large license and is operating within capacity limits and ratio during LPAs’ visit. Hours of operation are Monday through Friday from 7:30AM to 5:00PM. Licensee lives in a single-family home. All adults living in the home have fingerprint clearance on file. Daycare Areas : Living Room, Dining Room, Kitchen, Bedroom (for napping), Family Room, and Backyard. Off-limits Areas : The entire second floor, Garage, and Pool. Off-limit areas have been made inaccessible with child safety gates and devices. With licensee, LPAs inspected the facility for health and safety hazards. LPAs observed home to be in good condition and free of debris. Home is equipped with a fully charged fire extinguisher at least the size of 2A10BC, fully stocked first aid kits, and a smoke and carbon monoxide detector. Poisons, chemicals, and cleaning detergents have been made inaccessible. Per licensee, there are no weapons or firearms in the home. Continued on Page Two Page Two LPAs observed electrical outlets to be barricaded by furniture. Flooring throughout the home includes soft padding that is clean and in good condition. LPAs observed the home to have a variety of toys and equipment that are age appropriate. Children have access to books, manipulatives, and dramatic play materials. There are also areas for rest and relaxation. Licensee provides a full food service as needed. Per licensee, there are no enrolled children with allergies. Drinking water is available from a filtered water pitcher. Children bring their own water bottles from home. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Bathroom for children’s use was observed to be in working condition and is equipped with age-appropriate toileting equipment. Per licensee, children’s families provide their own diapers and wipes. There are multiple garbage bins with tight fitting lids in the home to dispose of dirty diapers. Children sleep in pack and plays. Licensee provides sheets and blankets for children’s use. Per licensee, linens are laundered by them weekly. LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Continued on Page Three Page Three The Backyard is fully enclosed and fenced. There are a variety of outdoor toys and materials that are age-appropriate. There is sufficient shade in the outdoor area from trees and umbrellas. There is a pool in the Backyard that is off-limits. There is a fence that is at least five feet high and the entry point has an alarm that begins making sounds when the gate is opened. The gate is self-closing. There is a section of the gate where the vertical clearance from the gate to the ground is more than 2 inches. LPAs informed licensee that the maximum clearance allowed is 2 inches. Licensee stated that she is planning on replacing the fence and will add a barrier to meet the 2 inch requirement. LPAs observed a life ring readily accessible near the pool stating it’s a 20 inch size and has been approved by the United States Coast Guard. LPAs also observed a rescue pole with a body hook that is at least 12 feet in length. Licensee has a surface pool alarm (Pool Patrol PA-30) from Pool Patrol that when placed in a swimming pool, will sound upon detecting an entrance into the water. Licensee demonstrated the surface pool alarm’s functionality to LPAs. Per the pool alarm’s paperwork, it is complaint with ASTM International Standard F2208. LPAs informed licensee that they must also perform daily inspections of the drowning prevention safety features and safety equipment before opening the facility and maintain a log of inspections. LPAs provided licensee with a pool safety log template. LPAs provided licensee with Health and Safety Code 1596.814 “Family daycare home; in-ground swimming pool requirements.” Licensing documentation is properly posted and made available for review. A childcare roster was also made available for LPAs’ review. Emergency disaster drills are conducted and are appropriately documented. The last disaster drill was conducted on March 11, 2026. Licensee's Mandated Reporter certification is current and expires in March 2028. Licensee's pediatric CPR/First Aid is also current and will expire in November 2027. Licensee has required immunizations and TB clearance available for review. LPAs reviewed 4 children's records. LPAs observed children's records to be complete and include their emergency identification information and immunization records. LPAs observed 15-minute infant sleep logs being maintained appropriately. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the licensee, Heidi Jaeger, confirmed that there are no Registered Sex Offenders living in the facility and LPAs completed the RSO profile in FAS. No deficiencies were issued today during LPA's visit. A notice of site visit was given and must remain posted for 30 days.
