Inspector’s narrative

What the inspector wrote

During an initial complaint investigation visit, Licensing Program Analysts (LPAs) Robert Maciel and Jessica Gaumann observed a child (C1), sleeping in a stroller in the living room of the home. LPAs requested Licensee Maria Alvarez remove the child from the stroller. Licensee immediately removed C1. LPAs spoke with Licensee who stated that C1 is her relative. The following violations of the California Code of Regulations, Title 22; Division 12 were observed, see LIC 809D. Appeal rights were provided. Exit interview was conducted which documents one Type A citation and was reviewed with Licensee, Maria Alvarez who was informed that Type A citations shall be posted for 30 consecutive days as there is immediate risk to the health, safety, or personal rights of children in care. LPAs informed the Licensee to provide a copy of this licensing report dated 1/21/2026 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolling parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
