What the inspector wrote

Licensing Program Analyst (LPA) Robert Maciel (LPA) made a licensee initiated case management visit for the purpose of reviewing and measuring outdoor space that the facility requested to add to their license and met with director Lucia Vasquez. On 9/5/25, LPA received an LIC200A Application form requesting to increase the facility's outdoor activity space and an LIC999 Facility Sketch showing the requested space. The proposed space is the grass lawn adjacent to the blacktop area already used by the facility. The facility is on the grounds of the Shanel Valley Early Learning Academy Elementary School. During today's visit, LPA observed 5 children in care playing in the area that was requested which had not yet been approved for use. Director stated that she was unaware that the request had not been approved. LPA explained the requirement that a ny proposed changes in the plan of operation that affect services to children must be approved by the department prior to implementation. Director immediately brought the children in care to the playground which is already licensed and stated that she would not use the space until it is approved. LPA measured the proposed space which is 5620 square feet. While measuring, LPA observed that the fence on far end of the proposed space measured 40 inches high. LPA notified Director of the requirement for fencing to be at least 4 feet high. The following violations of the California Code of Regulations, Title 22 were cited during today's inspection. Please see LIC809-D. Appeal rights were provided. The report was read and reviewed with director Lucia Vasquez. A notice of site visit was given and must remain posted for 30 days. Failure to do so shall result in an immediate civil penalty of $100.
