What the inspector wrote

On 1/27/25, Licensing Program Analyst (LPA) Joseph Pacheco conducted an unannounced Case Management inspection and met with Master Teacher, Jose Delgado. LPA toured the inside and outside of the facility. The licensee is Merced County Office of Education, and they are requesting a capacity decrease from 30 preschool children to 20 preschool children. Facility was licensed to operate in Classrooms 1 and 2 but Licensee has made a decision to use Classroom 2 for a Special Education Program. This program currently operates Monday \342\200\223 Friday on a traditional school year schedule from 8:00 am \342\200\223 3:00 pm. Facility provides breakfast, lunch and PM snack. Food is prepared at Merced County Office of Education centralized kitchen and delivered daily. Ill children will be isolated in the Master Teacher's office and will utilize the staff bathroom located in the hallway next to the children\342\200\231s bathroom. Cleaning supplies are inaccessible to children. The classroom was observed to be clean and free of toxins. LPA observed that the furniture and equipment in the classroom appeared to be safe and in good condition. The classroom has a working carbon monoxide detector in the classroom. LPA observed that there are plenty of tables, chairs and cubbies. LPA observed plenty of age appropriate items & toys. Room measurements in the classroom were taken and reviewed with Master Teacher. The total inside preschool area of the classroom measured to an approximate 659 square feet which will only accommodate up to 18 preschool children based on the Title 22 requirement of 35 square feet per child. There is a total of 1 toilet and 2 sinks/hand washing fixtures which will only accommodate up to 15 preschool children based on the Title 22 requirement of 1 toilet and 1 handwashing sink for every 15 children or fraction thereof. Facility uses filtered water from the sink in the kitchenette to provide drinking water for both indoor and outdoor activities. Facility utilizes pitchers and paper cups to serve water during indoor activities. Staff fill up an igloo water dispenser that they bring outside with them along with paper cups for outdoor activities. The outdoor activity area measured to an approximate 4,056 square feet which is sufficient to accommodate 15 preschool children. LPA observed a high climbing play structure with wood chip cushioning in the outdoor activity area. The equipment observed appeared to be age appropriate. CONTINUED ON LIC809-C LPA observed a shade structure over the high climbing play structure that will provide adequate shade. LPA reminded Master Teacher to make sure they maintain visual supervision of children at all times. A fire safety inspection for the above classroom was conducted by the Merced County Fire Department Le Grand Fire Station on 12/17/24 but a completed STD 850 has not yet been received by the Fresno Regional Office. Pending a final file review and receipt of the STD 850 by the Fresno Regional Office, a recommendation will be made to license the above classroom for a capacity of 15 preschool children. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited. Exit interview conducted and report was reviewed with Master Teacher, Jose Delgado. A notice of site visit was given to Master Teacher and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. A copy of this report is to remain in the facility for public review. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
