What the inspector wrote

On February 3, 2026, Licensing Program Manager (LPM) Kari McWilliams, and Licensing Program Analyst (LPA) Ka Vang met with Program Operations Specialist Crystal Bittenbender, Paula Smith, Assistant Director for the Head Start Program, Elycia Pimentel, Education Manager for the Early Education, and Malik Turner, Education Coordinator for an Informal meeting at the Fresno Regional Childcare Office. The purpose of today’s meeting was to discuss recent violations of Title 22 regulations. The following issues/violations were discussed: Type A Deficiency: 01/08/2026 – CCR 101229(a)(1), Responsibility for Providing Child Care and Supervision: Staff members left a child without adult supervision on the playground for approximately seven minutes. Type B Deficiency: 11/08/2025 – CCR 101229(a)(1), Responsibility for Providing Child Care and Supervision: Staff members confirmed that, due to a lack of supervision, a child gained access to a classroom closet and remained unsupervised inside the off-limits closed for several minutes. A civil penalty of $500 is being assessed today for the deficiency cited on 01/08/2026, pursuant to CCR 101229(a)(1) as staff members left a child without adult supervision on the playground. (Continued on LIC809-C). Regulatory requirements regarding Children’s Personal Rights and Staff Responsibility for Providing Child Care and Supervision were discussed. Technical Support Program (TSP) was discussed, and Licensee ag rees to be referred to the TSP. It was discussed that continued violations of regulatory requirements may result in a Non-Compliance meeting or a referral to the Department’s Legal Division for possible administrative action. Per Title 22, Division 12, Chapter 1 of the California Code of Regulations, no deficiencies are cited during today’s meeting. A signed copy of this report and appeal rights were provided to Crystal, Paula, Elycia, and Malik .
