What the inspector wrote

On 8/18/2025, Regional Manager (RM) Susie Fanning, Licensing Program Managers (LPMs), Kari McWilliams and Jose Penate and Licensing Program Analyst (LPA) Ka Vang met with Licensee Juan Gama and Site Supervisors: Andrea Martinez, Carly Becerra, Jennifer Mays, Roberta Herredia, Dianielle Morvice, Stephanie Segovia, and Elexia Stamps for an Informal meeting at the Fresno Regional Childcare Office. The purpose of today’s meeting was to discuss recent violations of Title 22 regulations. The following issues/violations were discussed: Type A Deficiency: 6/2/25 - 101229(a)(1) Responsibility for Providing Care and Supervision: A child was left unsupervised on the playground for approximately 4 to 5 minutes Type A Deficiency: 6/2/25 - 101223(a)(3) Personal Rights: Staff inappropriately handled a child in care by placing their foot on the child while the child was laying down. Type B Deficiency: 6/2/25 – 101216.1(c)(1)(A) Teacher Qualifications and Duties: Staff who do not meet the requirements to be fully qualified teachers were being used as such. (Continued on LIC809-C). Type B Deficiency: 6/2/25 – 101216.3(a) Teacher-Child Ratio: Staffing did not meet the requirement of one teacher supervising no more than 12 children in the classroom and on the playground. Technical Support Program (TSP) was discussed, and Licensee agrees to be referred to the TSP. It was discussed that continued violations of regulatory requirements may result in a Non-Compliance meeting or a referral to the Department’s Legal Division for possible administrative action. Per Title 22, Division 12, Chapter 1 of the California Code of Regulations, no deficiencies are cited. A signed copy of this report and appeal rights were provided to Licensee Juan Gama.
