What the inspector wrote

On 04/22/2025, Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced Annual/Random Inspection for the infant-age license. LPA met with Director Leslie Oliveira and toured the facility both indoors and outdoors. The facility operates Monday through Friday from 6:45 AM to 5:45 PM. All poisons are stored in a locked storage area. No poisons were observed during the inspection. Disinfectants, cleaning solutions, medications, and other hazardous items are kept inaccessible to children. There is no swimming pool or other bodies of water on the premises. Firearms and ammunition are not allowed or stored on the premises. LPA discussed the new pool safety requirements under AB 2866, effective 01/01/2025, and informed Director Leslie Oliveira that Provider Information Notice (PIN) 25-01-CCP was issued on 01/06/2025. Furniture and equipment are in good condition and free of sharp, loose, or pointed parts. Playground equipment is in safe condition and also free of hazards. The surface of the outdoor activity area is maintained safely and free of hazards. Areas around climbing structures, swings, and slides contain cushioning material to absorb falls. All toilets and handwashing facilities are in safe and sanitary operating condition. The facility has one or more functioning carbon monoxide detectors. Floors are clean and safe. Solid waste containers have tight-fitting covers and are in good repair. (Continued on LIC809-C) Drinking water is available both indoors and outdoors. Water is provided via bottled water, and children use individual cups. The facility provides morning and afternoon snacks. Bottles and meals for children are provided by parents. Menus are posted at least one week in advance where an authorized representative can view them. The facility is operating within the capacity and limitations specified on the license. At least one person trained in CPR and Pediatric First Aid is present whenever children are at the facility or participating in offsite activities. The name of the child care center director or a fully qualified teacher designated to act in the director\342\200\231s absence has been reported to the Department. All children are under supervision, including visual supervision, of a teacher at all times. The facility is in compliance with teacher-to-child ratios. LPA reviewed a sample of children\342\200\231s files and observed they were complete, containing contact information for authorized representatives and/or others who can assume responsibility for the child, as well as medical assessments. Infant files also included an Infant Needs and Services Plan and an Individual Infant Sleeping Plan. A sample of staff files was reviewed. Files were complete with health screenings, immunization records for influenza, pertussis, and measles, and documentation of current mandated reporter training. Staff providing care to infants meet the required educational qualifications. LPA discussed the Community Care Licensing website ( www.ccld.ca.gov ), which provides access to resources such as forms, regulations, Provider Information Notices (PINs), and Quarterly Updates. LPA reviewed reporting requirements with the director as outlined in Title 22 regulations (Section 101212). Director Leslie Oliveira was reminded that all adults age 18 and over, including employees and volunteers (except as specified in Health and Safety Code Section 1596.871), must obtain a criminal record clearance or exemption\342\200\224or transfer an existing clearance or exemption\342\200\224prior to initial presence in a child care center. A civil penalty of $100.00 per person, per day, for up to five days\342\200\224or for up to 30 days in the case of a repeat violation\342\200\224will be assessed if this regulation is violated. (Continued on LIC809-C) Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination by January 1, 2023, and then every five years thereafter. For child care center licenses issued after July 1, 2022, licensees must test their water for lead within 180 days of licensure, per Written Directives Section 101700 (PIN 21-21.1-CCP). LPA verified that lead testing was completed in accordance with these directives. LPA referred the facility representative to the Department\342\200\231s water testing information page at: www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information . LPA discussed Safe Sleep regulations with Director Leslie Oliveira and referenced the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep . LPA also discussed the importance of checking for recalled infant devices on the U.S. Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ . The director was encouraged to register all infant devices with the CPSC to receive recall notifications for purchased equipment. The Incidental Medical Services (IMS) policy was reviewed. For IMS information, see PIN 22-02-CCP. When IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Information regarding the Americans with Disabilities Act (ADA) was provided. The U.S. Department of Justice (USDOJ) toll-free ADA Information Line is (800) 514-0301 (voice) or (800) 514-0383 (TTY). Director Leslie Oliveira was informed of the MyChildCarePlan.org website, a consumer education resource that helps families obtain child care by connecting them with providers and Resource and Referral Agencies (R&Rs) throughout California. An exit interview was conducted and the report was reviewed with Director Leslie Oliveira. Appeal Rights were provided. Per Title 22, Division 12, of the California Code of Regulations, no deficiencies are cited. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit was provided and is required to be posted for 30 days. (End of Report)
