On 05/20/2026, Licensing Program Analyst (LPA), Ka Vang conducted an unannounced Annual Random Inspection and was met by licensee Oliva Ochoa. Also present in the daycare home was licensee’s assistant, Jose Ochoa. Licensee confirmed that the facility operates Monday through Friday, from 6:00 a.m. to 6:00 p.m. The home has a working telephone service, and LPA confirmed the phone number. LPA observed that this is a single level home with no stairs. LPA conducted a tour of the home, both inside and outside. LPA observed there are no children present. Licensee understands that capacity as specified on the license is to be maintained. LPA reviewed the current facility sketch and confirmed that living room, the kitchen, the dining area, bedroom #1, and hallway restroom are designated for child care areas and are accessible to children. All other rooms in the home are off-limits and made inaccessible by using doorknob spinner. Safe toys and age-appropriate play equipment were observed. Licensee confirmed that there are no firearms on the premises. All poisons are kept in a locked storage area, and no poisons were observed during the inspection. Detergents, cleaning compounds, medications, and other hazardous items were observed to be made inaccessible to children. There is one fire place located inside the living room, and it is made inaccessible to the children in care. Licensee stated that the fireplace is not being used during daycare hours. There are no open-faced heaters in the daycare area. LPA observed a working fire extinguisher, smoke detector, and carbon monoxide detector. (Continued on LIC809-C). The home has adequate heating and ventilation for the safety and comfort of children in care. Based on record review, LPA observed that the fire and disaster drills have been conducted and documented every six months, including the date, time, and number of children present. Licensee ensures that children in care are supervised at all times and acknowledge that children shall never be left unattended in parked vehicles. The outdoor play area located in the backyard is fully fenced, and no hazards were observed. LPA observed that there are no accessible bodies of water on the premises. LPA discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to resources such as forms, regulations Provider Information Notices (PINs), and Quarterly Updates. LPA discussed Reporting Requirements as outlined in the regulations (Section 102416.2) with licensee. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
