Routine inspection (3-year)·March 12, 2024

On 03/12/24, Licensing Program Analyst (LPA) Martha De Haro, conducted an unannounced Annual Required Inspection and was met by Licensee, Monica Aranda. Assistant #1 was also present. Licensee is Spanish speaking. The home has working telephone service and LPA confirmed the phone number is (209) 675-6175. Licensee’s hours of operation are Monday through Friday, 6:00 am to 5 pm. LPA toured the home inside and outside and a census was taken. Current facility sketch reviewed and Licensee confirmed that the living room, hall bathroom, kitchen/dining area, and back yard are used for providing care and are accessible to children. All other rooms are off-limits by use of keeping the doors locked during daycare hours. This is a single story home and there are no stairs in the home. The outdoor play area is located in the backyard of the home. It is fenced and there are no hazards to children present. Licensee stated that there is no swimming pool on the property, which LPA confirmed via observation. There is a fountain in the front of the home and licensee agreed to add rocks to the bottom area of the fountain that is accessible to children. Licensee confirmed that there are no firearms or ammunition in the home. All poisons are kept in a locked storage area. No poisons were observed during the inspection. Detergents, cleaning compounds, medication and other hazardous items are made inaccessible. There is a decorative fireplace in the home that does not function. There are no open face heaters in the home. There is a working fire extinguisher, smoke detector, carbon monoxide detector and adequate heating and ventilation for safety and comfort. Safe toys and play equipment are observed. There is one dog that stays outside. Licensee understands the liability of pets around day care children and accepts responsibilities of any action taken by pets. (Continued on LIC 809-C) LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee ensures that children in care are supervised at all times and is aware children shall not be left in parked vehicles. Car seats are used for transportation purposes only and are not used for sleeping children. Capacity as specified on the license is being maintained. LPA reviewed a sample of children’s files and observed files were complete. Licensee’s Mandated Reporter Training was completed on 04/16/22. Assistant #1’s Mandated Reporter Training was completed on 04/21/22. Licensee’s and Assistant #1’s pediatric CPR/First Aid expires on 12/2024. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. (Continued on LIC 809-C) LPA and Licensee discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, the following deficiency was cited (see LIC 809-D) . LPA informed Licensee that this report dated 03/12/24 documents one Type A citation, which shall be posted for 30 consecutive days as there is an immediate risk to the health, safety, or personal rights of children in care. Also, LPA informed the Licensee that she needs to provide a copy of this licensing report dated 03/12/24 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Based on observation, interview, and record review, a Civil Penalty in the amount of $100 was assessed due to the uncleared adult that was found in the home. Exit interview conducted and report was reviewed with the licensee Monica Aranda. A notice of site visit was given and must remain posted for 30 days. Appeal Rights were also given to licensee.
