Inspector’s narrative
What the inspector wrote
On 01/15/2026, Licensing Program Analyst (LPA), Ka Vang conducted an unannounced Annual Random Inspection and was met by licensees Miguel and Maria Salazar
.
Licensees confirm that the facility operates Monday through Friday, from 6:30 a.m. to 4:30 p.m. The home has a working telephone service, and LPA confirmed the phone number.
LPA observed that this is a single level home with no stairs. LPA conducted a tour of the home, both inside and outside, and took a census of the children present. Capacity as specified on the license is being maintained. LPA reviewed the current facility sketch and confirmed that the living rooms, the kitchen, and hallway restroom are designated for child care areas and are accessible to children. All other rooms in the home are off-limits and made inaccessible by using doorknob spinners and safety latch. Safe toys and age-appropriate play equipment were observed.
LPA observed a built-in swimming pool located in the backyard and is fully enclosed by a mesh fence measuring 60 inches in height. The gate is self-latching, self-closing, and opens away from the pool, meeting regulatory requirements. LPA confirmed that no windows or doors provided direct access to the pool area. The swimming pool is equipped with the following safety features: a minimum 12-foot rescue hook, a 20-inch United States Coast Guard (USCG)-approved life ring, a pool alarm compliant with ASTM F2208, and a daily Swimming Pool inspection log.
Licensees confirmed that there are no firearms on the premises. LPA observed all poisons are kept in a locked storage area, and no poisons were observed during the inspection. Detergents, cleaning compounds, medications, and other hazardous items were observed to be made inaccessible to children.
(Continued on LIC809-C).
There is one fire place located inside the rear living room, and it is made inaccessible as a screen was used. Licensees stated that the fireplace is not being used during daycare hours. LPA did not observe any open-face heaters in the daycare area. LPA observed a working fire extinguisher, smoke detector, and carbon monoxide detector. The home has adequate heating and ventilation for the safety and comfort of children in care. Based on record review, LPA observed the fire and disaster drills have been conducted and documented every six months, including the date, time, and number of children present.
Licensees ensure that children in care are supervised at all times and acknowledge that children shall never be left unattended in parked vehicles. The outdoor play area located in the backyard is fully fenced, and no hazards were observed.
LPA reviewed a sample of children\342\200\231s files and observed that each file was complete with the required emergency information. Licensee Maria\342\200\231s Mandated Reporter Training was completed on 01/27/2025. Licensee Miguel\342\200\231s Mandated Reporter Training was completed on 01/27/2025. Licensee Maria\342\200\231s pediatric CPR/First Aid certification is valid until 06/29/2027. A review of staff records indicates that the licensees have immunization records on file for influenza, pertussis, and measles, as required.
LPA discussed the Community Care Licensing website
www.ccld.ca.gov
which will provide access to resources such as forms, regulations Provider Information Notices (PINs), and Quarterly Updates. LPA discussed Reporting Requirements as outlined in the regulations (Section 102416.2) with licensees.

A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
