Inspector’s narrative

What the inspector wrote

On 02/04/2026, Licensing Program Analyst (LPA) Ka Vang conducted an unannounced Plan of Correction (POC) inspection. LPA met with licensee Magali Guevara-Espinoza. LPA toured the facility and took a census. The purpose of today\342\200\231s inspection was to follow up on the citation that was issued during the Annual Random Inspection on 01/15/2026. The cited deficiency was related to a built-in swimming pool located in the backyard, which had two windows and one door providing direct access to the pool area. One window located in the daycare living room, and the second window and the door located in the detached garage next to the house. During this inspection, LPA inspected and observed that the previous sliding window in the living room had been replaced with a stationary window where the window does not provide direct access to the pool area. LPA then inspected the backyard and observed that a mesh fence had been installed, fully enclosing the in-ground pool, providing no windows or doors accessible to the pool area. LPA observed that the mesh fence is in good repair and meeting the following regulatory requirements: measured 60 inches in height, key lockable device placed no lower than 60 inches above the ground, maximum vertical clearance of two inches from the ground to the bottom of the enclosure, the mesh fencing is thick enough that it cannot easily be broken, removed, or stretched by children, and fencing isolates the swimming pool from access. LPA observed that the gate is self-closing, self-latching, and open away from the pool. The swimming pool is equipped with the following safety features: a minimum 12-foot rescue hook, a 20-inch United States Coast Guard (USCG)-approved life ring, a pool alarm compliant with ASTM F2208, and a daily Swimming Pool inspection log (Continued on LIC809-C). Per Title 22, Division 12, Chapter 3 of the California Code of Regulations, no deficiency is cited during today\342\200\231s inspection. Exit interview conducted and report was reviewed with licensee Magali Guevara-Espinoza. Magali was provided with appeal rights. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days.
